Russia and North Korea open the Novichenko road bridge over the Tumen

Russia and North Korea opened their first purpose-built road bridge on Monday, 7 September, sending flag-draped trucks across one kilometre of steel and concrete over the Tumen River between Khasan in Primorye and Tumangang on the Korean side.

Russian Prime Minister Mikhail Mishustin and North Korean Premier Pak Thae Song spoke by video link. Mishustin called the crossing a new symbol of friendship and said it would handle up to 300 vehicles a day. TASS put the daily passenger capacity at 2,323 people once the post is fully staffed. Cargo traffic started on opening day. Officials said passenger cars should follow by the end of 2026.

The bridge is named for Yakov Novichenko, a Soviet officer who, in 1946, threw himself on a grenade to protect Kim Il Sung. The formal title on the Korean side is the Tumen River Road Bridge Named after Yakov Novichenko. Construction began on 30 April 2025 after Vladimir Putin and Kim Jong Un signed the project during Putin's 2024 visit to Pyongyang. North Korea finished its 581 metres of deck on schedule. Delays on the Russian 424 metres pushed the opening from a planned mid-June date into September. Russian reports put the cost at 9 billion rubles, about US$104 million.

Until Monday the only fixed crossing on the 39-kilometre land border was the Korea-Russia Friendship Bridge, a rail span opened in 1959. By special arrangement, planks were laid between the rails so that a few road vehicles could creep across. Dual-gauge track already handles Russian 1,520 mm and Korean 1,435 mm trains. Air links exist. What did not exist was a road that trucks could use without booking a slot on a railway bridge.

The new girder bridge sits about 415 metres east of the rail span and about 15 kilometres upstream from the river mouth on the Sea of Japan. It is also about a kilometre downstream from the point where Chinese territory stops along the Tumen. That geography is the point. Cargo that used to move by rail, or by a long detour through China, can now roll from Vladivostok toward Chongjin on rubber tyres. Mishustin said the Russian approach roads will tie into the federal network that runs from Vladivostok to St Petersburg.

Both governments presented the opening as trade and tourism. The strategic context is heavier. Since 2024 Moscow and Pyongyang have deepened a partnership that already includes munitions, labour and political cover. A dedicated road is harder to sanction in the abstract than a crate on a train, because it is infrastructure. It is also easier to watch. Satellite images published by the BBC in May showed the deck, the new checkpoint, parking and access roads months before the ceremony.

Capacity figures should be read as design limits, not as Monday's traffic count. Three hundred vehicles a day is a modest two-lane international post. It is still a change in kind. A rail-only border forces freight into wagon availability and gauge changes. A road border lets a contracted truck leave a Primorye warehouse in the morning and reach a Rason or Chongjin consignee the same day, subject to inspections.

Pak Thae Song called the opening a historical event. Mishustin said bilateral ties were at an unprecedentedly high level of comprehensive strategic partnership. Those sentences are the official line. The practical test is whether the checkpoint can process the promised volumes without becoming a second Friendship Bridge, crowded and slow. Passenger opening is scheduled for later this year. Until then the crossing is a cargo experiment with flags on the first trucks.

China remains the silent third party. The Tumen is a three-country river. Beijing was not on the video link. Any rise in Russia-DPRK road freight changes the mix of goods that used to transit Chinese territory. It also gives Pyongyang a second land neighbour it can reach without crossing a Chinese post. That is a small number of trucks today. It is a different map from the one that existed on Sunday.
