Rajnath Singh reaches Colombo on 8 September with the 2025 defence MoU on the table

Defence minister Rajnath Singh flies into Bandaranaike International Airport on 8 September for a three-day official visit. The Ministry of Defence said he will hold talks with Sri Lankan leaders and meet the Indian community in Colombo. He travels with officials from defence and external affairs.

The working file is the India-Sri Lanka Defence Cooperation Memorandum of Understanding signed during Prime Minister Narendra Modi's visit to Colombo on 5 April 2025. The MoU runs five years. Either side may end it with three months' notice. It can be extended by three years if both agree. It was one of seven papers exchanged on that trip, Modi's fourth to Sri Lanka since 2014 and his first after Anura Kumara Dissanayake took office in September 2024. Singh is expected to meet Dissanayake, who holds the defence portfolio, Prime Minister Harini Amarasuriya, and defence secretary Air Vice Marshal (retired) Sampath Thuyacontha. Maritime security in the Indian Ocean is listed as a principal subject.

Sri Lanka Police published a timed traffic plan. On 8 September restrictions run from 1:30 p.m. on the airport-to-hotel route along the Katunayake-Colombo Expressway, the port and the NSA roundabout. Between 8 p.m. and 9 p.m. the motorcade is booked from the hotel to India House via Galle Face, Kollupitiya, Liberty and Independence roundabouts, returning by J.O.C. Junction and Flower Road. The hotel named in local reports is the Taj Samudra.

On 9 September the Presidential Secretariat slot is 9:50 a.m. to 11:25 a.m. From 2 p.m. the programme lists the IPKF monument in Battaramulla, the Ministry of Defence, Parliament and Gangaramaya Temple. A short evening movement is timed at 7 p.m. On 10 September a morning departure movement is posted for 9 a.m., and local police say the minister then travels to Nuwara Eliya.

New Delhi's statement placed the visit under Neighbourhood First and under MAHASAGAR, the label Modi uses for security and growth across the region. It recalled Indian support during Sri Lanka's economic collapse and after Cyclone Ditwah in 2025. Those lines are the political frame. The operational frame is whether the April 2025 MoU has moved from paper into patrol calendars, training slots and information-sharing that both navies can point to.

Colombo will measure the visit by what is said about the Indian Ocean after months of war traffic in the Red Sea and the Gulf. New Delhi will measure it by whether Dissanayake's government treats the MoU as a live instrument. The motorcade timetable is public. The MoU review is not. That is the part of the three days that will matter after the roads reopen.
