Rajnath Singh lands in Colombo for a three-day defence call on Dissanayake
India's defence minister arrives 8 September for talks with President Anura Kumara Dissanayake, who also holds the defence portfolio. Police have timed road closures from Katunayake to the Taj Samudra, India House and Parliament.

Rajnath Singh begins a three-day official visit to Sri Lanka on 8 September. The Ministry of Defence in New Delhi said he will consult the island's leadership on defence and maritime questions and meet the Indian community in Colombo. He is travelling with senior officials from Defence and External Affairs. President Anura Kumara Dissanayake, who keeps the defence portfolio himself, is expected to take the main meeting.
Sri Lanka Police published the motorcade times. On Tuesday, traffic pauses from 13:30 along the Katunayake-Colombo Expressway, the port precinct and the NSA roundabout as Singh moves from Bandaranaike International Airport to the Taj Samudra. Between 20:00 and 21:00 he is listed for India House via Galle Face, Kollupitiya, Liberty and Independence roundabouts, returning by JOC Junction and Flower Road.
Wednesday is the working day. From 09:50 to 11:25 the route is the Taj Samudra to the Presidential Secretariat and back. From 14:00 the programme runs to the IPKF memorial in Battaramulla, the Ministry of Defence, the Parliament precinct and Gangaramaya Temple. Thursday morning he is scheduled to leave for Nuwara Eliya before the departure movement around 09:00. Police asked drivers to treat the restrictions as intermittent, tied to the convoy, not as all-day closures.
Why this visit is a maritime file
India was an early lender during Sri Lanka's 2022 economic collapse and among the first responders after Cyclone Ditwah in 2025. New Delhi now files those facts under Neighbourhood First and under Narendra Modi's MAHASAGAR language: Mutual and Holistic Advancement for Security and Growth Across Regions. The practical agenda in Colombo is ports, hydrography, training slots and the watch on extra-regional ships in the Laccadive Sea and the Bay of Bengal.
Dissanayake came to office on a left platform that had been cooler toward large Indian projects. He also inherited an IMF programme and a navy that still trains with India more than with anyone else. Singh's presence, rather than a junior minister's, is how New Delhi tests whether that cooling has a floor. The IPKF memorial stop is a controlled gesture at the hardest chapter in the relationship. Gangaramaya is the public-religion stop every Indian visitor makes. Parliament and the defence ministry are where the language of the next exercise and the next credit line will be set.
Nothing in the traffic notice is ceremonial padding. A defence minister's convoy that takes Galle Road twice in one morning is a map of who he is seeing. If Wednesday produces a joint statement with dates for staff talks or a hydrographic survey, the visit will have done the job Neighbourhood First assigns it. If it produces only photographs at the memorial, New Delhi will treat the week as a holding pattern and come back with a different list.
