Vladimir Putin ordered Russian forces to stop striking Kyiv for three days, starting at midnight on 5 September, so that two American envoys can travel from Moscow to the Ukrainian capital. Kremlin spokesman Dmitry Peskov told TASS the pause was tied to those contacts. He did not extend it to the rest of Ukraine.
Steve Witkoff and Jared Kushner, sent by Donald Trump, met Putin at the Kremlin on Saturday afternoon after a lunch with Kirill Dmitriev, the Russian president's special envoy. A White House official said the sides discussed plans that would be announced in the coming weeks. Peskov, speaking before the session, had said there was no talk of new ideas to end the war.
Volodymyr Zelensky said he spoke with the Americans after they landed in Moscow. Ukraine, he wrote, would refrain from strikes on Moscow from Saturday through Monday and expected Russia to do the same for Kyiv. He added that Kyiv was ready for a substantive conversation when the pair arrive on Sunday. It is their first visit to the city since the full-scale war began.
The pause is narrow. Putin told the envoys that no strikes had been carried out on Kyiv since midnight, and that Russia had never agreed a wider ceasefire. Overnight before the order, a Russian attack killed at least five people across Ukraine and wounded six, according to reporting compiled by the Kyiv Independent. Zelensky said airports in Kyiv and Boryspil were hit for the first time in a long while. A missile strike in Bucha, in Kyiv Oblast, killed two people and damaged residential buildings. An airstrike on Kamianske in Dnipropetrovsk Oblast killed four and injured five, governor Oleksandr Hanza said.
Trump described the trip on Friday as a test of whether anything can be done. He called Witkoff and Kushner two great negotiators and said there may be a good chance. Dawn reported that the pair were carrying a proposal to end the war and would reach Kyiv on Sunday. The last known Kremlin meeting by the same pair was in January.
Washington's earlier push lost speed while U.S. attention shifted to the Iran war. In the meantime the air war intensified. Russian drone attacks on Ukrainian cities rose in recent weeks. Ukraine, in August, recorded its highest monthly total of strikes on Russian oil infrastructure since 2022. Zelensky has said Ukraine is short of air-defence interceptors and is exposed to ballistic missiles. On Friday a strike hit the headquarters of the Security Service of Ukraine in Kyiv.
Zelensky had asked first. On 4 September he said American representatives would be in Ukraine and Russia in the coming days and called for both sides to pause air strikes so the meetings could take place. He said Ukrainian forces would keep Russian airspace usable for the negotiators and demanded reciprocity. Peskov confirmed that the request arrived through intelligence and foreign ministry channels.
What the pause does not cover matters as much as what it does. Fighting continues outside the two capitals. The order gives the U.S. team a window in Kyiv through 8 September. It does not freeze the front, the energy war, or the argument over security guarantees that has stalled every earlier round.
The immediate test is Sunday in Kyiv. If the Americans leave with a date for a next step that both capitals will own in public, the weekend will have moved the file. If they leave with only the same list of ideas Peskov already discounted, the three-day hush over two cities will close and the rest of the map will look as it did on Friday night.
