Punjab farmers lift the Mohali border camp after a written promise of a special session

Samyukt Kisan Morcha took down its camp at the Chandigarh-Mohali border on Monday evening. Agriculture minister Gurmeet Singh Khudian handed farmer leaders a letter that promises a special sitting of the Punjab Vidhan Sabha within a month. The letter is the reason the week-long march, which began on 1 September, is over.

Twenty-four unions sat in the meeting with Khudian and health minister Balbir Singh. Balbir Singh Rajewal announced the withdrawal with Raminder Singh Patiala and Dalbir Singh Sidhupur beside him. Copies of the letter are to go to every participating organisation.

The promised resolutions are specific. The House is to ask for a fresh look at interstate water agreements that are more than 25 years old, and for New Delhi to cancel those the state treats as unconstitutional. A second resolution is to seek repeal of Sections 78, 79 and 80 of the Punjab Reorganisation Act, 1966, and to put river sharing on the riparian principle. Further texts are to oppose the Dam Safety Act and the Seed Bill, 2025, and to go to the Centre after they pass.

The letter also mentions a one-time settlement policy for farm loans and faster payment of sugarcane dues. A joint committee of officials and union representatives is to look at the remaining list, which had included MSP on a C2 plus 50 percent formula, a debt waiver and the Electricity Amendment Bill, 2025.

Rajewal said the water file matters enough that the unions will not treat the paper as a courtesy. That is the test. A special session inside a month can be dated. Resolutions can be read. Whether New Delhi answers them is a different government. The camp is gone because the letter exists, not because the rivers have been reassigned.
