A joint sitting of Pakistan's parliament on 15 October 2026 endorsed the federal government's imposition of emergency and governor's rule in Khyber Pakhtunkhwa. The two resolutions passed after a motion to suspend routine business received 214 votes in favor and 56 against. National Assembly Speaker Ayaz Sadiq put the measures to a vote amid continuous opposition chanting.
President Asif Ali Zardari issued the proclamations on 11 October on the advice of Prime Minister Shehbaz Sharif. Article 232 of the Constitution covers the emergency. Article 234 covers governor's rule, which transfers executive authority from the provincial cabinet to the governor or the center. Governor Faisal Karim Kundi, of the Pakistan Peoples Party, now holds the functions of the provincial government. Parliament assumes the powers of the provincial assembly, where the Pakistan Tehreek-e-Insaf (PTI) holds a majority.
Law Minister Azam Nazeer Tarar described the steps as a last resort after a surge in terror attacks and what the government called the provincial administration's deliberate disengagement from counter-terrorism. The federal government has established an Area Development Secretariat for the former tribal districts, covering Dera Ismail Khan, Tank, Bannu, Bajaur, Mohmand, Khyber, Kurram, Orakzai, and both North and South Waziristan. The secretariat will operate under an Area Representative and Development Council.
Opposition members, mainly from PTI, tore up copies of the resolutions and shouted that the emergency was not acceptable. Barrister Gohar, a PTI leader, said upholding the Constitution inside the House remained their responsibility. The joint sitting followed separate approvals by the National Assembly and Senate the previous day. Under the Constitution, an emergency proclaimed by the president must be approved by both houses within ten days. Governor's rule under Article 234 lasts two months unless a joint sitting extends it, with a maximum of six months.
The move neutralizes PTI's control of the province, a long-standing stronghold of former Prime Minister Imran Khan. The provincial chief minister and cabinet are suspended. The federal government has cited an inability of the provincial administration to maintain public order and to cooperate fully with security forces. PTI rejects the characterization and calls the action a political takeover.
Deputy Prime Minister Ishaq Dar called for joint efforts against terrorism and for addressing the grievances of people in the province. He noted that meetings between the PTI founder and his spouse continue to be arranged. The session opened with prayers for the children killed in the 15 October school roof collapse in Peshawar.
The dual use of Articles 232 and 234 is unusual. Legal observers note that once approved, the emergency has no fixed end date and remains until revoked or rejected by a majority of the total membership of both houses. Governor's rule, by contrast, carries the two-month increments and six-month ceiling. The federal government has already begun administrative steps in the border districts that were previously under provincial authority.
For residents of Khyber Pakhtunkhwa, the immediate change is that day-to-day executive decisions now run through the governor and federal structures rather than the elected provincial cabinet. Counter-terrorism operations, border management, and development funding in the former tribal areas will be directed from Islamabad. PTI lawmakers retain their seats but lose the ability to exercise assembly powers for the duration of the measures.
