Pakistan has been selected to chair the Boards of Governors of the International Monetary Fund and the World Bank Group in 2027, returning to the position for the first time since 1953. Economic Affairs Minister Ahad Khan Cheema, who also serves as Pakistan’s governor to the World Bank, was named incoming chair during the plenary session of the 2026 annual meetings in Bangkok on 16 October.
The Boards of Governors are the highest decision-making bodies of both institutions. Each member country appoints a governor, usually a finance minister or central-bank governor. The chair’s duties are mainly procedural and diplomatic: presiding over meetings, facilitating discussion among members and representing the boards in certain formal settings. The position does not confer additional voting power or authority over individual lending decisions or program conditions.
Pakistan’s Ministry of Economic Affairs described the appointment as a historic milestone that would allow the country to contribute to global economic discussions and help foster dialogue among members. Cheema met officials of the World Bank’s Corporate Secretariat after the announcement to review the practical responsibilities of the role. He also met the outgoing chair, Carlos Carvallo Spalding, president of Paraguay’s central bank, and World Bank Vice President Aradhana Kumar-Capoor.
In those meetings Cheema outlined priorities that include strengthening the voice of developing countries, improving access to development financing, enhancing coordination among multilateral institutions and mobilizing private capital. Pakistan will preside over the 2027 annual meetings, scheduled for 4–9 October in Washington.
The appointment occurs while Pakistan remains under IMF-supported programs. The country has a $7 billion Extended Fund Facility aimed at balance-of-payments support and reforms, and a $1.4 billion Resilience and Sustainability Facility focused on climate risks. Recent staff-level agreements have unlocked further disbursements. Officials have noted that the chairmanship does not alter Pakistan’s financial relationship with either institution or its obligations under existing arrangements.
Pakistan last held the chairmanship in 1953. The 74-year gap reflects the rotation among member countries rather than any formal exclusion. The selection process follows established procedures of the two institutions and is not tied to a country’s current program status.
Cheema’s dual role as economic-affairs minister and World Bank governor places him in the customary position for such an appointment. The Finance Division handles day-to-day IMF matters, while the Economic Affairs Division manages World Bank and other multilateral development relationships. Coordination between the two ministries will be required during the chairmanship year.
No change in Pakistan’s quota or voting share results from the appointment. The chair does not set the agenda unilaterally; agendas are prepared by the institutions’ management in consultation with members. The visibility of the role, however, gives the chairing country a platform to highlight issues of concern to developing members during a period of tight global financing conditions.
The 2026 meetings in Bangkok drew more than 15,000 participants from 191 countries. Discussions covered the global economic outlook, debt vulnerabilities and climate finance. Pakistan’s designation as 2027 chair was announced in that setting. Further procedural briefings are expected in the months before the Washington meetings.
