President Asif Ali Zardari signed a proclamation on 11 October 2026 imposing a state of emergency and governor's rule in Khyber Pakhtunkhwa. The move suspends the provincial government led by Imran Khan's Pakistan Tehreek-e-Insaf party and transfers executive functions to the governor.
Prime Minister Shehbaz Sharif's cabinet recommended the action under Articles 232 and 234 of the constitution. Officials cited the provincial government's failure to address terrorism and a breakdown of constitutional order. Law Minister Azam Nazeer Tarar said the arrangement would last initially for six months, with the governor supported by an advisory council of technocrats. The interior ministry authorised army deployment in aid of civil power.
The emergency covers multiple districts including Dera Ismail Khan, Tank, Lakki Marwat, Bannu, Bajaur, Mohmand, Khyber, Kurram, Orakzai, North Waziristan and South Waziristan. An Area Development Secretariat was established for several of these areas. Governor Faisal Karim Kundi, from the allied Pakistan Peoples Party, assumes the functions of the provincial government.
Minister of State for Interior Talal Chaudhry confirmed that Chief Minister Sohail Afridi and several cabinet members were taken into preventive custody. PTI provincial president Junaid Akbar was also reported detained. PTI leaders described the step as a coup disguised as an emergency. They said negotiations over counterterrorism policy had collapsed earlier in the month.
The decision follows weeks of protests in the province demanding Khan's release. Khan has been in prison since 2023. The province of roughly 40 million people has seen repeated militant attacks linked to groups aligned with the Tehreek-e-Taliban Pakistan. Officials said deaths in the province totalled 485 in the first nine months of 2026, a decline from the previous year, while overall national figures rose.
PTI had been the last major provincial government held by Khan's party. The federal government and military have accused the provincial administration of deliberate disengagement from the fight against militancy. PTI rejects the charge and calls the measures political.
The governor will run provincial affairs with the advisory council. New administrative appointments, including a chief secretary, have been made under federal direction. Protesters have been warned of legal consequences. No formal charges against the detained officials have been announced; those without pending cases are expected to be released after review.
The imposition escalates a long-running confrontation between the federal authorities and PTI. It places direct control of a key border province under Islamabad. Security operations and governance arrangements will now operate under the emergency framework for the stated initial period of six months or longer if required.
Public statements from both sides provide the main accounts of the grounds and the detentions. Independent assessments of the security situation in the province continue through existing monitoring groups. The practical effects on daily administration and on militant activity will become clearer in the coming weeks.
