Okinawa police hold a US Marine over the killing of a Naha woman
Lance Corporal Devin Jacob Ballard, 20, of Marine Corps Air Station Futenma, was arrested on 4 October over the death of Anna Yagi, 39, found in a Naha hotel early on 3 October. He denies the allegation. Foreign minister Motegi summoned ambassador George Glass. Prime minister Takaichi condemned the case on 5 October. Governor Koja Genta took office on 30 September.

Okinawa prefectural police are holding a 20-year-old United States Marine, Lance Corporal Devin Jacob Ballard, over the killing of Anna Yagi, a 39-year-old Naha resident found dead in a hotel room early on 3 October. Ballard, stationed at Marine Corps Air Station Futenma, was arrested on 4 October. He denies the allegation. The Marine Corps has said it will cooperate with Japanese investigators.
Police say the crime was unrelated to official duty, which is why Ballard is in Japanese custody. Under the status of forces agreement, the United States keeps primary jurisdiction when a service member is acting in an official capacity. When the alleged offence is private, Japan has jurisdiction. If the suspect is still in American hands when Japan wants him, the United States can hold him until charges are brought. In this case police say they already have him, because the hotel death was not a duty act. Security footage, police told local reporters, shows a man they identify as the suspect entering the hotel with Yagi and leaving alone with her belongings. The charge being investigated includes robbery as well as killing.
The political response was immediate and tiered. Foreign minister Motegi Toshimitsu summoned US ambassador George Glass. Defence minister Koizumi Shinjiro summoned Lieutenant General Stephen Jost, commander of US Forces Japan. On 5 October, before her policy speech to the Diet, prime minister Takaichi Sanae condemned the case and asked for full investigative cooperation, tighter discipline, and measures to stop a repeat. That is the standard ladder: ambassador, force commander, prime minister. It has been climbed after earlier crimes by American personnel in Okinawa, and it has not, on past evidence, changed the base map.
The timing lands on a new governor. Koja Genta took office on 30 September, four days before the arrest, after an election fought in part on how to live with the bases without spending the whole term in protest. Futenma sits in Ginowan, surrounded by houses, and has been promised for closure for decades. The replacement field at Henoko, in the north of the island, is still being built against local opposition. A killing in a Naha hotel does not move that construction schedule. It does remove the quiet first week Koja was going to use with Tokyo.
Okinawa carries about 70 percent of the American-only bases in Japan on less than 1 percent of the land area. That share is the figure every governor inherits, and it is why a crime by one lance corporal becomes a prefectural event rather than a city police story. Residents interviewed by the BBC after the arrest reached first for the phrase "not again." The reference list is long: the 1995 abduction and rape of a 12-year-old girl by three service members, which produced the largest protest of the post-war period on the island, and a run of assaults, drunk-driving deaths and break-ins since. Most service members are not involved. The jurisdiction rules mean that when one is, the prefecture cannot assume it will keep the suspect.
This time it has kept him, at least for the investigation. That is the procedural difference from cases in which the military held the accused until indictment. Ballard's denial means the case will turn on the hotel footage, the belongings, and whatever forensic link police say they have between the room and the man who left. A denial at arrest is not a defence filing. It does mean the public should not treat the police suspicion as a finding. Yagi's name and age, the hotel, the date, and the arrest are the settled facts. The motive is not public.
What Koja can actually do this week is limited to demands he has already joined: cooperation, discipline, and a review of liberty rules for Futenma Marines in Naha. Curfews after earlier cases have been tightened and then relaxed. The base does not close because a lance corporal is in a Japanese cell. The cell is the fact that distinguishes this week from the weeks in which the prefecture had a name and no suspect.
