Odisha brings home Rs 2.43 lakh crore of UAE paper and a job claim of 6.18 lakh
Mohan Charan Majhi's three-day Abu Dhabi and Dubai roadshow produced eight MoUs and 16 intents after 52 meetings. Day one in Abu Dhabi accounted for Rs 2.10 lakh crore. IHC and Adani are named on 14 projects. Intents are not factories.

Odisha closed a three-day investment roadshow in the United Arab Emirates with proposals of Rs 2,43,162 crore and a stated direct-job figure of 6,18,725, Chief Minister Mohan Charan Majhi said on Sunday. Including indirect work, he put the total near nine lakh. Industries Minister Sampad Chandra Swain, speaking after the delegation returned, used Rs 2,43,062 crore and "over 8 lakh" jobs. The state's own readout is the tighter pair: Rs 2,43,162 crore, eight memorandums of understanding, 16 investment intents, 24 proposals in all.
The visit ran from 8 to 12 September. Meetings were held in Abu Dhabi and Dubai on 9, 10 and 11 September. Officials counted 52 business sessions, 46 of them one-to-one and six of them round tables, with about 400 investors, company officers, sovereign and institutional representatives, Indian diplomats and members of the Odia diaspora. Day one in Abu Dhabi produced Rs 2,10,500 crore. Day two added Rs 8,417 crore. Day three in Dubai added Rs 24,245 crore.
The sector split published by the state is specific enough to be checked later. About Rs 18,000 crore was listed against green energy, Rs 5,102 crore against chemicals and petrochemicals, Rs 4,020 crore against information technology and electronics manufacturing, Rs 1,600 crore against logistics, Rs 1,100 crore against agro and food processing, Rs 900 crore against ship repair, Rs 600 crore against circular economy, Rs 520 crore against aluminium, Rs 470 crore against steel and downstream work, Rs 300 crore against rare earths and Rs 50 crore against engineering. CAZBAA Project Ventures FZCO signed for LNG storage. Rana Holdings put its name to green energy, AI data centres and rare earths. Sharaf Group signed in housing. PTCL Infrastructure registered interest in steel. Dalwin Marine and Turbo Power Engineering were listed for ship-repair yards. Ion Technologies for a propellant plant. Agrifields FZCO for fertiliser and chemicals.
Majhi met Abdulla bin Touq Al Marri, the UAE minister of economy and tourism, and Syed Basar Shueb, managing director of International Holding Company. Building on an IHC partnership with the Adani Group, the chief minister said an MoU had been signed for 14 new projects in the state. He added that earlier proposals of more than Rs 20 lakh crore, plus the UAE paper, now take Odisha's headline pipeline to Rs 22.5 lakh crore.
Investment intents are not commissioned plants. Indian states announce these figures after every overseas tour. The test is conversion: land allotted, capital in the ground, jobs that appear in EPFO or factory rolls. Odisha has a real industrial base in steel, aluminium, ports and power. That is why a Dubai room will listen. It is also why a Rs 2.43 lakh crore slide should be read as a pipeline, not a budget. The 6.18 lakh direct-job claim will only become a fact if the eight MoUs and the 16 intents survive contact with land acquisition, power supply and the companies' own boards.
For now the state has a list with names, sectors and a three-day calendar. The next public number worth printing is how many of the 24 proposals file for single-window clearance before the year ends.
