North Korea Tests Cluster-Bomb Warhead for Tactical Ballistic Missiles
North Korea's Missile Administration tested a Standard Type 2 cluster-bomb warhead on 31 October 2026 and said it can devastate a target area of 12 to 13 hectares. Units will be able to use four types of cluster warheads by the end of the year.

North Korea's Missile Administration conducted a test on 31 October 2026 of a cluster-bomb warhead designed for tactical ballistic missiles and claimed the Standard Type 2 version can turn a target area of 12 to 13 hectares into ashes at its highest density.
The Korean Central News Agency reported on 1 November that the test assessed the combat adaptability and power of the warhead. Research institutes under the Missile Administration confirmed the result. The general director of the Missile Administration said the cluster-bomb warheads are classified into four categories according to purpose. "Within this year we will enable units to select and use all those types according to operational aims and specific features of targets," the director stated.
South Korea's Joint Chiefs of Staff said the military had tracked the launch, which was fired toward the Yellow Sea from an area around the northwestern county of Chongju. Officials described it as a regular scientific research activity. Analysts identified the missile as likely the Hwasong-11 Ra or a related tactical ballistic missile. Images released by KCNA showed a green-tipped missile launching from a wheeled mobile launcher and multiple impacts on an island target in the West Sea.
A cluster warhead releases dozens to hundreds of submunitions over a wide area. The claimed 12 to 13 hectare coverage is roughly the size of 17 to 18 soccer fields. North Korea previously tested cluster bombs mounted on the Hwasong-11 Ra in April 2026, with leader Kim Jong-un and his daughter Ju-ae present for that launch. Saturday's test did not include Kim.
The launch adds to a series of recent North Korean weapons tests that have included attack drones, a precision-guided torpedo system and an intermediate-range hypersonic missile. South Korean and U.S. forces maintain continuous monitoring of North Korean missile activity. The Joint Chiefs of Staff said they shared information in real time and kept a readiness posture.
Cluster munitions are designed to attack area targets such as airfields, troop concentrations or ammunition depots. The submunitions can fail to explode on impact and remain as unexploded ordnance. North Korea has not signed the Convention on Cluster Munitions. Its state media presented the test as part of efforts to strengthen the combat power of existing tactical missile systems.
The Missile Administration said the four categories of warheads will allow units to choose the type best suited to a particular target. No further technical details on the differences between the categories were provided. South Korean defence analysts noted that the ability to field multiple cluster variants by the end of 2026 would expand the options available to North Korean artillery and missile units along the inter-Korean border.
The test occurred one day after German Chancellor Friedrich Merz visited South Korea. North Korea has increased the pace of its missile activity in recent weeks. The latest launch was tracked from preparation through impact by South Korean and U.S. sensors. No debris or other physical evidence was reported to have reached South Korean territory.
North Korean state media has used similar language in previous announcements of tactical missile improvements. The claim of high-density coverage over 12 to 13 hectares is the most specific quantitative result released for this series of cluster warhead tests. Independent verification of the exact area and density is not possible from the released images alone.
South Korea's military said it continues to monitor North Korean ballistic missile activity under the existing information-sharing arrangement with the United States. The next significant development will be whether North Korea follows through on the pledge to equip units with all four cluster warhead types before the end of the year.
