Prime Minister Narendra Modi distributed more than 51,000 appointment letters on Saturday, 19 September, at the 20th Rozgar Mela. He spoke by video conference from 12:30 p.m. The events ran at 45 locations. The Prime Minister’s Office said the new staff will join the Department of Revenue, the Ministry of Railways, the Ministry of Home Affairs, the Ministry of Health and Family Welfare, the Department of Financial Services and the Ministry of Defence, among other Union departments.
With this round, about 12.75 lakh young people will have received appointment letters through the Rozgar Mela series. The 19th edition, in May 2026, also crossed 51,000 letters across 47 sites. After 18 rounds the government had put the cumulative figure near 12 lakh. The increment is real. It is also a running total of letters issued, not a net addition to the civilian workforce after resignations and retirements.
Modi told the new recruits that young people have a role in the government’s 2047 development target and that private-sector jobs are expanding as the economy grows. That is the political frame the PMO has used since the first mela. The operational frame is simpler. These are Union government posts filled through existing recruitment boards and then handed over in a staged public event.
What a letter at a mela is
An appointment letter is not a campaign promise. It is the document that starts pay and probation. The mela format bundles thousands of those documents into one afternoon so the government can show volume. The ministries listed on Saturday are the large civilian employers: tax administration, railways, police and paramilitary intake under Home, health services, banks and financial regulators under Financial Services, and defence civilians.
Union Minister of State for Civil Aviation Murlidhar Mohol spoke in Pune. Union Minister Giriraj Singh was listed as chief guest in Patna, with Bihar minister Ram Kripal Yadav and local MLAs present. Mumbai’s event sat at Birla Matushri Hall. The geography is part of the product. Forty-five halls on one day is a distribution system for a statistic.
How to read 12.75 lakh
India’s youth unemployment debate is not settled by a Saturday video link. The useful number is the departmental split, which the PMO has not published for this round in full. Railways and Home usually take large blocks. Revenue intake follows exam cycles at the tax boards. Health letters include nursing and paramedical posts as well as doctors. Without that breakdown, 51,000 is a headline rather than a labour-market map.
The other missing figure is how many of the 12.75 lakh letters issued since the first mela belong to people who are still in post. Attrition in the first year of government service is not zero. A running total of letters will always look larger than a headcount.
What Saturday did confirm is the cadence. Two consecutive editions above 51,000, 45 venues, the same cluster of ministries, and a cumulative figure the PMO now prints as 12.75 lakh. The next edition will be judged against those three facts, not against the speech.
