Manipuri musician Chongtham Vikram Singh dies after a beating outside his Delhi home

Chongtham Vikram Singh, a guitarist and music teacher from Imphal who had lived for years in Kilokari village near Ashram in southeast Delhi, died in the early hours of 8 September. He was 54 or 55, depending on the police and family counts. His son Yaiphaba took him to Holy Family Hospital in Okhla after a group of men beat him outside the family home around 11.30 p.m. on 7 September. The hospital recorded haemorrhagic shock caused by blunt force trauma.

Delhi Police registered a First Information Report for mob lynching under the Bharatiya Nyaya Sanhita. Officers arrested seven men and detained a 15-year-old. The named adults are Bharat Kumar, 19; Pramod, 26; Ramzan Khan, 22; Deepanshu, 21; Mohan Vishwakarma, 32; Vijay, 36; and Mannu, 26. Police said they work at dhabas and food stalls near the house and that some of them deliver packaged meals. Vineet Kumar, the Southeast Delhi deputy commissioner of police, said he and other senior officers had met the family and members of the Northeast community at Sunlight Colony police station.

Yaiphaba and his mother were inside when they heard shouting and Singh screaming. The son opened the door and saw four or five people kicking and punching his father. When he raised an alarm the attackers ran. Family accounts say Singh had gone downstairs to ask the men to stop shouting and drinking outside the apartment. That is the dispute the police are reconstructing. The force has not yet published a completed charge sheet.

Singh played guitar with the Imphal bands Ultra Vires, Phoenix and Eastern Dark. He had not been working steadily in recent years. He is the eldest son of Chongtham Kamala, a well-known Manipuri singer. Former Manipur chief minister N. Biren Singh called the killing a matter of deep concern. Members of the Northeast community gathered at the police station on Monday and asked that every person involved be identified and prosecuted.

Kilokari sits on a dense edge of southeast Delhi, between the ring road and the riverine settlements that feed Ashram and Okhla. Dhabas there run late. Delivery riders idle on the same lanes. Noise arguments are common. Deaths from those arguments are not. The decision to file the case as mob lynching, rather than as a simple assault that turned fatal, is the legal fact that will shape the next weeks in court. Under the new code the label carries a heavier sentencing range and a political charge that a street fight does not.

Manipur has spent three years inside its own ethnic violence. A Meitei musician dying after a beating in Delhi will be read, in Imphal and in the capital, through that history even if the police file stays inside a neighbourhood quarrel. That is why Biren Singh spoke, why community groups stood at Sunlight Colony, and why the deputy commissioner made a point of saying he had met the family in person.

The investigation now has to answer two questions the FIR does not settle. First, how many people struck Singh and with what. Second, whether alcohol, a prior argument, or something else started the shouting that pulled him downstairs. CCTV on the lane, if it exists and if it is readable, will matter more than statements. The juvenile's case will travel a different court. The seven adults will face the lynching charge unless the file is later altered.

Singh leaves a wife and a son. The hospital note is short. The police list of names is longer. Between those two documents sits a man who taught music and asked a group outside his door to keep the noise down, and did not come back up the stairs on his own feet.
