Malaysia's king declares a haze emergency in Sarawak's Serian after the API passes 500
Sultan Ibrahim consented on 4 September after Serian logged 510 at 9 a.m. and 515 by 5 p.m. Readings above 400 are classed as very hazardous. The smoke is coming off fires in Kalimantan.

Malaysia's Yang di-Pertuan Agong, Sultan Ibrahim Sultan Iskandar, consented on Friday, 4 September, to a state of emergency across Serian district in Sarawak. The Prime Minister's Department said the king acted on advice from Prime Minister Anwar Ibrahim, Sarawak Premier Abang Johari Openg and the agencies watching the Air Pollutant Index.
Serian first crossed 500 at 9 a.m., with a reading of 510. By 5 p.m. the station showed 515. Government data cited by Reuters put one print at 519. Anything above 400 on Malaysia's scale is "very hazardous". The emergency threshold used by Sarawak's disaster committee is 500.
Earlier on Friday morning the same station had sat at 495, five points short of the trigger. The index had begun climbing again from 6 p.m. on Thursday after a brief improvement. Three other Sarawak towns were in the "very unhealthy" band: Kuching at 289, Samarahan at 265 and Sri Aman at 250. Eight more sites, including two in Sabah, were unhealthy but below 200. Serian was the only station in the country in the hazardous class.
What the emergency does
Datuk Amar Douglas Uggah Embas, who chairs the Sarawak Disaster Management Committee, said the state had asked Kuala Lumpur for the declaration once the index passed 500. The order covers Serian district, about 2,039 square kilometres, or close to three times the area of Singapore, and sits about 60 kilometres southeast of Kuching. Uggah said the zone would run to a radius of about 20 kilometres and that essential services (supermarkets, petrol stations, banks) would stay open. Schools in the wider haze belt had already been shutting; AFP counted 647 schools closed in the broader episode.
The legal form matters in Malaysia. A district emergency of this kind is a public-health order, not a political emergency under the old security statutes. It lets the state and federal disaster desks restrict movement, close non-essential workplaces and move medical assets without waiting on ordinary local by-laws.
Where the smoke is from
The haze is transboundary. Fires in Kalimantan, the Indonesian part of Borneo, have been the main source. Serian sits close to that border belt and has logged the highest hotspot density on the Malaysian side. Smoke has also reached Singapore and the Philippines. This is the same seasonal pattern that produced regional emergencies in earlier dry years, when peat and plantation fires in Indonesia sent particulate loads across the South China Sea.
Anwar's office said the government would "implement effective measures" and keep watching the index to protect residents. No duration was attached to the royal consent. The practical test is whether rain and a wind shift drop Serian back below 300, the ordinary hazardous line, and whether Jakarta's fire suppression on the Kalimantan side cuts the plume. Until that happens, a district of more than 100,000 people is living under an air order that treats outdoor work as a medical risk.
For the rest of Sarawak the numbers on Friday were bad but not at the 500 line. Kuching at 289 is still a city that should not be running outdoor sports days. The emergency is drawn tightly around Serian because that is where the instrument crossed the statutory mark. The smoke does not respect the 20-kilometre radius.
