Malaysia lifts the Serian haze emergency as the API falls from 519 to 222

Malaysia's Yang di-Pertuan Agong, Sultan Ibrahim, consented on 7 September to lift the haze emergency that had covered the whole of Serian division in Sarawak since Friday 4 September. The Prime Minister's Office said the King acted on the advice of Prime Minister Anwar Ibrahim, Sarawak Premier Abang Johari Tun Openg and the technical agencies. The Air Pollutant Index in Serian had dropped from a Friday peak of 519 to 222 on Monday. Hazardous begins at 300. An emergency threshold sits at 500.

The legal state of emergency is over. The air is not clean. The PMO statement said several areas, especially Serian and Samarahan, remain in the very unhealthy band. At 8 a.m. on Monday, Samarahan was the only Sarawak station still printing a very unhealthy number, at 226. Nationwide, the APIMS portal showed 40 areas unhealthy, 24 moderate and two good. Residents were told to stay indoors as much as they can and to follow local orders. Schools in parts of Sarawak had already been closed when the plume was at its worst.

The smoke is not a Malaysian fire story. It is a Kalimantan fire story that crossed the border. Fires on the Indonesian side of Borneo have been pumping particulates into Sarawak for days. This is the annual geography of the island. When the dry season and land-clearing fires coincide, Serian, Samarahan and the rest of western Sarawak sit downwind. Cloud seeding over the state brought some temporary relief, according to CNA's reporting from the ground. Seeding does not put out peat fires in another country.

An emergency declaration in Malaysia is a specific instrument. It is not a slogan. It changes what district officers can order and what schools, worksites and transport must do. Lifting it on Monday means those extra powers lapse even while the API sits at 222. That is a political choice as well as a technical one. Anwar's office chose to end the special regime once the reading left the hazardous band, and to keep the health advice in place. Critics will say 222 is still a reason to keep children home. The PMO's answer is that 519 was the emergency and 222 is a public-health warning.

Cross-border haze has been a ASEAN file for thirty years. The legal tools exist on paper. Enforcement in Kalimantan during a burning week does not. Until Indonesian fire suppression matches the scale of the burns, Serian will keep oscillating between emergency and very unhealthy every time the wind comes from the south-east. Monday's decree ends one legal status. It does not end the plume.

What to watch next is the Samarahan reading and the school list. If the API climbs back through 300, the emergency conversation returns. If it slides under 200 and stays there, classrooms reopen and the story leaves the national bulletin. The fires in Kalimantan, not the palace statement, will decide which way that number moves.
