Malaysia lifts the Serian haze emergency after the API falls from 519

Malaysia ended the haze emergency in Sarawak's Serian division on 7 September after the Air Pollutant Index dropped below the hazardous line. King Sultan Ibrahim gave his consent on the advice of Prime Minister Anwar Ibrahim, Sarawak Premier Abang Johari Openg and the agencies that read the monitors.

The emergency had been declared on Friday, 4 September, when Serian's API reached 519. Malaysian rules treat readings above 300 as hazardous and 500 as the threshold for an emergency. By Monday morning the Serian figure was 222. That is no longer hazardous on the official scale. It is still in the very unhealthy band. Samarahan, next door, was at 226 at 8 a.m. and was the only Sarawak site in that category at that hour.

The Prime Minister's Office said the smoke has not gone. Residents in the worst pockets were told to limit time outdoors and to follow local orders. Cloud seeding in Sarawak had brought some rain and some relief. It did not put out the fires that started the plume.

Those fires are in Indonesian Kalimantan, on the other side of the island. Cross-border haze is an old seasonal file in Kuala Lumpur, Singapore and Jakarta. When the dry months coincide with land-clearing burns, the smoke sits over western Sarawak and over parts of Peninsular Malaysia. Schools close. Clinics fill with respiratory cases. Then a rain band arrives, the index falls, and the emergency is lifted before the peat has stopped smouldering.

Serian lies about 65 kilometres south of Kuching. On Friday the town sat under a visible brown layer. The 519 reading is the sort of number that closes classrooms and keeps outdoor workers at home. Monday's 222 still argues for masks and shorter outdoor shifts. The legal change is the emergency status. The medical advice has barely moved.

Nationally on Monday morning the APIMS portal showed 40 sites in the unhealthy range, 24 moderate and two good. The emergency was a Serian instrument, not a national one. Lifting it restores ordinary movement in that division. It does not reset the rest of the map.

Anwar's government has to manage two audiences. Domestic voters in Sarawak want schools open and a clear rule for when they close again. Jakarta is a partner Malaysia cannot afford to lecture in public every time the API crosses 300. The ASEAN haze agreement exists on paper. Enforcement across a land border of logged peat is another matter.

For clinics in Serian and Samarahan the useful number is still 222, not the legal status of the emergency. Very unhealthy air keeps children and older patients indoors even when the palace has signed the revocation. If the index climbs back through 300, the same chain of advice to the King can run again. Friday's peak of 519 is the reminder that the climb can be fast.

The next few days will tell whether Monday was a break in the season or a pause. Fire weather in Kalimantan, the next rain, and the hourly API in Serian will decide that before any joint statement does.
