Malaysia lifts the Serian haze emergency after the API falls below 300

Yang di-Pertuan Agong Sultan Ibrahim consented on 7 September to lift the emergency that had covered Serian division in Sarawak since 4 September. The Prime Minister's Office said the King acted on advice from Prime Minister Anwar Ibrahim, Sarawak Premier Abang Johari Tun Openg and the agencies that read the Air Pollutant Index. Serian's reading was no longer in the hazardous band.

Malaysia treats an API above 300 as hazardous. A reading of 500 is the formal threshold for an emergency. Serian had hit 519 on Friday, 4 September, and 521 in one official account of the same peak. By Monday morning the index in Serian was about 222, still in the very unhealthy range but below the emergency line. Samarahan, next door, was at 226 at 8 a.m. and 236 at noon in later checks of the Department of Environment portal.

Where the smoke came from

The haze over western Sarawak was blown in from fires in Indonesian Kalimantan, on the same island. That is the usual geometry of a bad Borneo season. Schools in parts of Sarawak had already closed. Cloud seeding over the state brought some rain and a temporary drop in the readings. The emergency in Serian was the legal step that follows when the index crosses 500.

Lifting it does not mean the air is clean. The PMO statement said the haze had not fully cleared and that Serian and Samarahan remained very unhealthy. Residents were told to stay indoors as much as they could and to follow local orders. Nationwide on Monday morning, the APIMS portal showed 40 areas at unhealthy, 24 moderate and two good in one snapshot, and a slightly different mix by noon. Sarawak was still the worst state, with nine areas unhealthy in an early count.

What an emergency does and what lifting it undoes

A Malaysian haze emergency is a public-order tool as much as a health tool. It lets the state close schools, stop outdoor work and restrict movement without waiting for a new statute. Serian division lived under that regime from Friday to Monday. Once the King lifts it, those extra powers fall away. The ordinary health advice remains.

The deeper problem is not the three-day emergency. It is the annual transfer of smoke across an island border that neither Kuala Lumpur nor Jakarta has closed. Indonesian peat and forest fires, a dry spell and a south-easterly wind are enough to push Sarawak's index through 500. Cloud seeding can knock a reading down for a day. It does not put the fires out.

Anwar's office and Abang Johari's government will keep a joint watch. The number to watch is not the emergency gazette. It is whether Serian and Samarahan fall from the very unhealthy band into moderate, and whether a new spike on the Indonesian side forces another call to the palace. On 7 September the King signed the emergency off. The API in Serian was still 222.
