Malaysia declares a haze emergency in Serian as the air index hits 519

Malaysia's king, Sultan Ibrahim, declared a state of emergency across Serian Division in Sarawak on 4 September after the Air Pollutant Index passed 500. The Prime Minister's Office said the king acted on advice from Prime Minister Anwar Ibrahim and Sarawak Premier Abang Johari Openg. Serian printed 519 on government data on Friday, 521 at 2 p.m. in one local reading, and 515 at 5 p.m. The first print above 500 that morning was 510 at 9 a.m. Malaysian rules treat anything above 300 as hazardous and 500 as the line for an emergency.
The order covers Serian only, about 2,039 square kilometres, roughly three times the area of Singapore, and a radius of about 20 kilometres around the district centre. Douglas Uggah Embas, who chairs the state disaster committee, said supermarkets, petrol stations and banks would stay open. Plantations, construction sites and quarries in the emergency zone were to stop. He asked residents to stay indoors and skip heavy outdoor work. A three-day cloud-seeding run that started on Thursday was extended at least through Monday.
Schools
The Sarawak Education Department closed 647 schools from 7 to 11 September. That is 563 primary schools with 108,477 pupils and 84 secondary schools with 90,082 students, 198,559 in all, under 12 district offices: Kuching, Padawan, Bau, Lundu, Samarahan, Simunjan, Serian, Sri Aman, Lubok Antu, Kanowit, Julau and Meradong. Director Omar Mahli said classes would move to home-based teaching for those five days. Serian had already shut schools on 13 August when the index briefly passed 200.
Where the smoke comes from
The haze is crossing the island from fires on the Indonesian side of Borneo. Sarawak, Sabah and parts of Peninsular Malaysia have sat under it for weeks. Kuching airport was filmed with a brown runway on 3 September. Readings in Serian jumped again from 6 p.m. on Thursday after a brief improvement. The emergency does not give Kuala Lumpur new tools against fires in another country. It gives the state a legal basis to close worksites and keep children out of the open air while the index stays above the line the king used.
Uggah was careful to say the order is not statewide. That distinction will last only as long as the next district stays below 500. The school list already reaches far beyond Serian, which is the tell: the air is bad across western Sarawak even where the emergency map stops.
