Majhi freezes new liquor shops in Odisha for three years and ties the order to a drug drive

Odisha will not open a new liquor shop for three years. Chief Minister Mohan Charan Majhi announced the freeze on Monday and told police and excise officers to tighten action against alcohol and against cannabis, opium and synthetic drugs.
Majhi was speaking at the launch of a police commissionerate website tied to a drug-free campaign. He said substance abuse sits behind a large share of serious crime and of violence against women, and he put annual deaths in India from alcohol consumption at 2.60 lakh to 2.80 lakh. He said Odisha ranks second among states in deaths from drunk driving. The freeze on new shops is the part of the speech that changes a licence register. The national death range is a figure he stated. It is not a new Odisha count.
The three-year rule does not close shops that already have a licence. It stops the excise department from adding outlets. In a state where shop location is a local political argument, a freeze is a decision about the map, not about the bottle already on the shelf. Existing vendors keep their trade. A village that has been asking for a shop, or a firm that has a pending application, waits until the freeze ends.
Majhi also said local administrations would be held accountable for illicit liquor and for spurious stock. That line is aimed at the trade that sits outside the licensed shops. A freeze on new licences can push demand toward that trade if the existing shops do not cover a district. The accountability order is the government's answer to that risk. It is a direction to collectors and to the excise staff, not a new section of the penal code announced on Monday.
The drug list he named is specific. Cannabis, opium and synthetic drugs sit beside alcohol in the same instruction to police. Odisha has run seizure drives before. What changed on Monday is the coupling of a shop freeze with a public order to treat synthetics as part of the same drive. A website for the commissionerate does not seize a laboratory. It does put the drive on a page the police have to update.
The drunk-driving rank is the sharpest state number in the speech. Second in the country, if the chief minister's figure holds against the transport ministry's later tables, is a claim about roads rather than about shop density. A three-year freeze does not by itself cut night crashes. Enforcement on highways does. Majhi's instruction to police covers both. The shop decision is the one with a date and a duration. The crash decision still depends on checks.
Odisha's excise revenue is not in the Monday statement. A freeze on new shops leaves current receipts in place and caps the growth that comes from extra outlets. Governments that have tried statewide prohibition have usually published a revenue gap in the first budget after the ban. This order is not a ban. It is a cap. The budget effect, if any, shows up as slower growth in excise, not as a hole where the tax used to be.
The chief minister framed the announcement as a public-health and crime measure. The operable text is shorter. No new liquor shop for three years. Police and excise to move on alcohol and on named drugs. Local officers accountable for illicit and spurious liquor. A commissionerate site launched for the campaign. The 2.60 lakh to 2.80 lakh national figure, and the second-place rank on drunk-driving deaths, are the numbers he attached to that text.
Whether the freeze holds depends on the excise notifications that follow the speech. A chief minister's line at a launch becomes a rule when the department stops accepting applications. Until that circular is out, applicants will test the gap. The three-year clock, if the department writes it as he said it, runs from this week into 2029.
