Localized Ceasefire in Ukraine's Kherson Region Ends After Evacuations

The longest localized ceasefire of the Ukraine war ended on 1 November 2026 after Russia declined to extend it. The pause, limited to the Kherson region and the Russian-occupied town of Oleshky, had run from 27 October. It allowed humanitarian access and civilian evacuations.
Ukraine’s military reported evacuating 167 people from threatened areas of the southern Kherson region on the final day, including 22 children and 21 people with limited mobility. Earlier efforts had moved nearly 800 people out of Oleshky itself. Residents had been trapped by the Dnipro river on one side and Russian forces on the other, with mined routes and drone activity limiting exit.
The truce was mediated with involvement from U.S. First Lady Melania Trump and Pope Leo. Neither side reported violations during the period. Ukrainian lawmaker David Arakhamia had called it the largest de-escalation since 2022. After expiry, Ukrainian officials said Russian forces had used the calm to rotate units, fortify positions, extend anti-drone measures and move ammunition.
On 2 November, a Russian drone struck a car in Kherson city’s Korabelny district, wounding a 62-year-old woman and a 73-year-old man. The regional governor, Oleksandr Prokudin, had urged residents to avoid “red zones” near the river once the truce lapsed. Power outages continued elsewhere in Ukraine; President Zelensky reported around 280,000 households without electricity, including 200,000 in the Dnipro region.
Oleshky had endured years without reliable electricity, food or water. Some residents cooked garden weeds. The temporary opening of routes produced reunions for families separated since the early weeks of the full-scale invasion in 2022. Evacuees traveled through Russia into Belarus before returning to Ukrainian-controlled territory by bus.
Kremlin spokesman Dmitry Peskov said Moscow viewed the operation positively and noted coordination between human rights commissioners. A Ukrainian official told AFP that Russia refused an extension after Kyiv’s Foreign Ministry proposed one. Melania Trump later wrote that the ceasefire had delivered aid and enabled the evacuation of nearly 800 people.
Fighting continued outside the localized zone throughout the pause. Russian drone attacks damaged industrial sites in other regions. Ukraine reported successful interceptions but also infrastructure hits. The Kherson truce did not alter the broader front-line dynamics across Donetsk, Kharkiv or other areas.
Local residents in Ukrainian-controlled Kherson described the quiet as a brief respite. Some used the days to visit previously inaccessible flats or tend gardens. Officials warned that the return of routine drone and artillery fire would likely be more intense because Russian forces had repositioned during the lull.
The episode demonstrates both the possibility of limited humanitarian pauses and their fragility when one side declines renewal. Oleshky’s remaining population faces renewed isolation. Ukrainian civil-military teams continue to offer evacuation options where routes remain viable. International mediators have indicated that contact continues, though no new pause has been announced.
The war, now in its fifth year, has displaced millions and destroyed infrastructure across eastern and southern Ukraine. The Kherson operation was the most substantial civilian movement out of occupied territory in months. Its end returns the area to the pattern of daily strikes that has defined the southern front since Russian forces withdrew from the right bank of the Dnipro in 2022.
