Jaishankar meets Paparo in Delhi as the admiral's six-day India visit continues

External Affairs Minister S. Jaishankar met Admiral Samuel J. Paparo, commander of US Indo-Pacific Command, in New Delhi on Sunday, with Ambassador Sergio Gor in the room. It is the first Indian meeting on Paparo's public record since he arrived on 3 October for a visit that runs through 8 October.
Jaishankar wrote on X: "Glad to meet commander of the US Pacific command, Admiral Samuel J Paparo. Discussed advancing our security partnership and maritime cooperation in the Indo-Pacific." The US embassy had earlier listed digital systems, regional stability, defence energy and technology competition as subjects for the trip. It had not named an Indian counterpart, a base visit or a signing. Sunday's meeting fills the first of those blanks. It does not fill the other two.
Paparo commands US forces across the Indo-Pacific, including the Indian Ocean and the western Pacific. A six-day stay without a published agreement is still a long visit for a combatant commander. The embassy's subject list is broad enough to cover almost any service-to-service talk. What Sunday added is a political counterpart. Jaishankar does not run the navy or the integrated defence staff. A meeting with him, with the ambassador present, is a foreign-ministry conversation about a military relationship, not a staff talk about an exercise calendar.
The timing sits next to two other files Jaishankar handled in the same 48 hours. At the Munich Leaders' Meeting in Delhi he said India had moved past advocacy on the Russia-Ukraine war and was in conversations with both sides on Black Sea shipping, grain, energy and possible non-attack arrangements. The Paparo meeting was about the Indo-Pacific, not that war. Putting them on the same weekend shows the range he is working: a European land war in which India is offering itself as a channel, and a maritime theatre in which the United States wants India as a partner against a larger Chinese fleet.
No joint statement followed the Sunday meeting. There was no announced passage exercise, no named logistics agreement, and no date for a return visit. Gor's presence means the embassy, not only the command, owns the record of what was said. That usually precedes a statement if one is coming. It can also mean the meeting was the statement.
Paparo has four days left on the published itinerary, through 8 October. The gaps that were visible when he landed are still open: which Indian commander he will see, whether he goes to a base, and whether anything is signed. Sunday answered a narrower question. The external affairs minister was willing to sit with the US Indo-Pacific commander and to say so in public, in the same weekend he was describing a more active Indian role between Moscow and Kyiv.
The maritime line in Jaishankar's post is the part with a practical edge. India and the United States already share white-shipping data and run the Malabar exercises with Japan and Australia. A commander-level visit does not create that machinery. It tests whether Delhi wants to add to it while an Iran war is pulling US naval attention toward the Gulf, and while the Indian Ocean has to be covered by whoever is left. Paparo's command includes both. Jaishankar's sentence did not say which ocean they spent the hour on.
What can be checked later this week is simple. If a service chief or a base appears on the schedule before 8 October, Sunday was the political opening to a military programme. If the visit ends with the same X post and no second announcement, the six days were a conversation, and the embassy's list of subjects was the agenda that did not produce a text.
