Israel and Morocco agree to raise missions to full embassies

Israel and Morocco agreed on 16 September to upgrade their diplomatic missions to full embassies and to appoint ambassadors. Israeli Foreign Minister Gideon Sa'ar and Moroccan Foreign Minister Nasser Bourita met in New York with Mike Waltz, the US ambassador to the United Nations. The Israeli Foreign Ministry published the terms. The official Israeli government account in Arabic carried a matching note on X.
The two ministers also agreed to expand direct flights, including Moroccan airlines, to hold high-level visits in the coming months, and to finish investment-protection and double-taxation agreements by the end of 2026. Sa'ar said the declaration signed that day set out practical ways to upgrade the relationship. He pointed to a long history between Moroccan and Jewish communities.
The meeting fell a day after the sixth anniversary of the Abraham Accords. Waltz had hosted officials from the other Accords states, including the United Arab Emirates, Bahrain and Kazakhstan, at his residence the previous evening. Morocco was one of four Arab countries that moved toward normalisation with Israel in 2020 under US brokerage, alongside the UAE, Bahrain and Sudan. Israel already has older peace treaties with Egypt and Jordan.
From liaison offices to embassies
After 2020 the two countries reopened liaison offices and said embassies would follow. They did not, for six years. Raising the missions now is the step that was written into the original political script and then delayed through a war, a change of Israeli governments and a cautious Moroccan public. An ambassador is not a trade volume. It is a permanent address and a person who can be expelled. That is why the upgrade is both symbolic and operational.
Flights and tax treaties are the parts that companies will read. Direct routes and a double-tax text by December would matter to tourism and to any firm that has been waiting for a legal wrapper. Those texts are not signed yet. End-2026 is a deadline, not a filing.
The US seat at the table is the other fact. Waltz hosted. Washington still treats the Accords as a file it owns. Kazakhstan's presence at the anniversary event shows how far the brand has been stretched beyond the original four Arab signatories. Morocco's decision to accept ambassadors keeps the original core from looking frozen.
What the upgrade does not do
It does not end the argument inside Morocco about ties with Israel during a war in Gaza. It does not create a Palestinian track. It does not bind Rabat to any new security pact. It puts two plaques on two buildings and a date on two economic drafts.
For Israel the value is a North African embassy that was promised in 2020 and can now be staffed. For Morocco the value is a completed diplomatic form that it can point to in Washington while it manages domestic opinion. The next documents that will tell whether the day was more than a photograph are the flight schedule and the tax treaty text, if they arrive before 31 December.
