India and Switzerland sign a mobility pact with five-year multiple-entry visas
Prime Minister Narendra Modi and President Guy Parmelin signed five agreements in New Delhi on Monday, including a migration pact and a young-professionals scheme capped at 300 people a year each way.

India and Switzerland signed five agreements in New Delhi on Monday, led by a migration and mobility partnership that offers multiple-entry visas of up to five years, with stays of up to six months on each visit, and renewable one-year student permits. The signing came on the first day of President Guy Parmelin's three-day state visit, his first in that capacity and his second trip to India this year after the AI Impact Summit in February.
Prime Minister Narendra Modi said the mobility pact and a young-professionals agreement would open opportunities in Switzerland for Indian students, researchers, professionals and young people. The young-professionals scheme covers temporary work meant to build professional and language skills. The quota is 300 people a year in each direction, with room to rise to 500. The mobility memorandum says movement should follow equal-treatment principles, and that both sides will act against irregular migration and trafficking under their own laws.
Five texts, two of them on people
Alongside the two people agreements, the sides signed a deal on transport technologies, mobility systems and infrastructure. Existing joint work already includes the Varanasi ropeway, Jewar airport in Noida, and railway and tunnelling projects in the mountains. The other two texts, on science and innovation, were exchanged at the same ceremony. Business Standard counted five agreements in all. CNBC-TV18 grouped the public list as mobility, transport, science and innovation.
Parmelin said the two migration texts embodied high-quality cooperation. He also said Switzerland hopes to conclude an investment-protection agreement soon. On the trade side he described a bargain in which India gets capital, technology and easier access for higher-value goods, and Switzerland gets a large partner at a moment when global trade is less predictable.
The TEPA number both sides keep citing
The visit marks a year since the Trade and Economic Partnership Agreement between India and the European Free Trade Association entered into force. EFTA is Iceland, Liechtenstein, Norway and Switzerland. Modi tied Monday's market-access decisions to the TEPA target of 100 billion dollars in investment and one million direct jobs in India over 15 years. He said Indian exports of agriculture, pharmaceuticals, textiles and engineering goods to Switzerland should rise, and that India wants new Swiss money in biotech, life sciences, banking, insurance, food processing and sustainability.
An India-EFTA Prosperity Summit is due on Wednesday, still inside Parmelin's visit. That is the forum where the investment figure will be tested against actual project lists. The 100 billion dollars and the one million jobs are goals written into the TEPA political bargain, not money already transferred this week.
Nuclear and defence, stated without a contract
The two governments also said they would deepen cooperation on nuclear energy and look at military exchanges and defence production. No contract value was announced for either. The concrete legal texts of the day are the mobility pact, the young-professionals quota, and the transport memorandum. Defence and nuclear remain statements of intent until a later agreement names a site, a firm or a sum.
For an Indian student or a young professional, the operable line is the visa: multiple entry for up to five years, six months at a time, and a separate track of 300 temporary professional places a year, reviewable up to 500. For an exporter, the operable line is Modi's list of agriculture, pharmaceuticals, textiles and engineering goods, to be read against whatever market-access schedule the Wednesday summit actually publishes.
