India and China hold first eastern-sector Corps talks after Taksing friction

India and China held their first Corps Commander-level flag meetings in the eastern sector of the Line of Actual Control on 6 and 7 September, the Ministry of External Affairs confirmed on Tuesday. The Indian side was led by Lieutenant General Girish Kalia, commander of 3 Corps, headquartered at Rangapahar near Dimapur. The first sitting was at Wacha, north of Kibithoo in Anjaw district. The second was at Damai, on the Chinese side of the same Border Personnel Meeting pair.

MEA spokesman Randhir Jaiswal said the meetings followed understandings reached by the Special Representatives in August 2025 and August 2026, and talks of the Working Mechanism for Consultation and Coordination held in Beijing in May and in New Delhi in August. A similar commander-level channel has existed in the western sector since the 2020 fighting in Ladakh. Until this week it had not been used in Arunachal Pradesh.

The timing matters. Sources told The Tribune and ThePrint that the sittings came within a month of what they called a misunderstanding near Taksing, a remote village in Upper Subansiri. Local reports in July described PLA soldiers or markings in a stretch that is not fully demarcated. China claims the whole of Arunachal Pradesh and uses the name Zangnan in official communication. India administers the state and treats the claim as settled on its side of the LAC.

3 Corps and Tezpur-based 4 Corps share the eastern front. The LAC in this sector runs about 1,140 to 1,400 kilometres, depending on how the Sikkim and Arunachal stretches are counted. Kalia's delegation, according to defence reporting, numbered about 12 and included an Inspector General of the Indo-Tibetan Border Police. The PLA officer opposite him was not named in the MEA briefing. Defence writers said the likely counterpart sits in the Western Theater Command.

Jaiswal did not read out an agreed minute. He said the two sides noted progress on the consensus reached by Prime Minister Narendra Modi and President Xi Jinping in Kazan in October 2024 and in Tianjin in August 2025. He also said they expressed satisfaction at the restart of people-to-people and cross-border exchanges, including the Kailash Manasarovar Yatra and trade through the three designated passes. He added that ties were "gradually moving in a positive direction."

That phrase sits next to unfinished military work. The August Special Representative round, between National Security Adviser Ajit Doval and Wang Yi, discussed delimitation and trans-boundary cooperation. India has repeated that peace on the frontier is a condition for the rest of the relationship. China has preferred to treat the boundary as one file among many. The eastern-sector channel does not resolve that argument. It gives commanders a scheduled room in which to talk about patrols, tents and maps before a local incident becomes a political one.

The meetings also sit a few days before the BRICS summit in New Delhi on 11 to 13 September, where Xi is expected. Corps talks are not a substitute for a summit agenda. They do reduce the chance that a photograph from Upper Subansiri dominates the week. After Galwan, both armies thickened positions, built roads and kept artillery closer to the line. Flag meetings are the cheapest way to keep those forces from colliding by accident.

What the two days did not produce is a public account of Taksing itself. No joint statement named the village. No official confirmed a pullback, a buffer or a new patrol schedule. The record that exists is institutional: a western-sector practice has now been copied east, under the SR and WMCC umbrella, with named dates and named Indian commander. The next test is whether the pair meets again on a calendar, or only after the next local scare.

For readers who already saw the wire copy, the useful point is the architecture. These were not ad hoc colonel-level chats at a post. They were the first "senior highest military commander-level" flag meetings in this sector, held on consecutive days on both sides of the same BPM pair, and placed on the record by the MEA on 8 September. That is a change in how the eastern LAC is managed, even if the maps have not moved.
