India and China hold first eastern-sector Corps Commander talks at Wacha

Indian and Chinese corps commanders were due to sit on 6 September at the Wacha-Damai border meeting point on the Indian side of the Line of Actual Control in Arunachal Pradesh. It is the first time the two armies have used that channel at corps level in the eastern sector. Lieutenant General Girish Kalia, commander of the Rangapahar-based 3 Corps, is leading the Indian table.
Until now the corps-commander format that grew after the Galwan clash of June 2020 has lived at Chushul-Moldo in Ladakh. Those talks dealt with the western sector: Depsang, Demchok, Pangong and the buffer zones that followed disengagement. The eastern sector, from Tawang through Upper Subansiri to Kibithu, was handled at lower levels and through diplomatic tracks. Opening Wacha changes that map.
Two Indian corps cover Arunachal. 3 Corps sits at Rangapahar near Dimapur. 4 Corps sits at Tezpur. The choice of 3 Corps for the first chair means the agenda is weighted toward the eastern Arunachal stretches that 3 Corps holds, including the Taksing belt of Upper Subansiri where local reports have spoken of fresh tension. India TV named Taksing as the backdrop. ANI and Hindustan Times did not add a Chinese counterpart by name.
The date sits eleven days after National Security Adviser Ajit Doval and Chinese Foreign Minister Wang Yi held the 25th Special Representatives talks on the boundary in Beijing on 25 August. After that round both sides announced steps to keep peace along the LAC. Army Chief General Dhiraj Seth recently visited 3 Corps headquarters and took a briefing on readiness and combat stores.
Corps-commander talks are not a boundary settlement. They are a tool for listing patrol clashes, camera positions, grazing claims and the width of no-patrol strips. In Ladakh the format produced written disengagement sequences and, later, arguments about whether those sequences had been kept. The eastern sector has a different terrain problem. The ridgelines are steeper, the tracks fewer, and the two maps of the LAC diverge around Tawang and around the McMahon Line villages that China prints as South Tibet.
Wacha-Damai is an established border personnel meeting point. Using it for a three-star conversation raises the rank of whatever local dispute triggered the invite. Neither New Delhi nor Beijing had issued a readout by late Sunday morning. That is normal. Ladakh corps talks often ran past midnight and produced a one-paragraph note the next day.
What to watch in the first note is whether the two sides agree to a standing eastern calendar, or treat Sunday as a one-off. A standing calendar would mean 3 Corps and its Chinese opposite number will meet again without waiting for another Doval-Wang round. A one-off would mean Wacha stays a pressure valve.
Former Chief of Defence Staff Anil Chauhan said this week that the relationship with China cannot be held only to the boundary. That line is the political cover for talking while patrols continue. The military cover is the meeting itself. If Kalia leaves Wacha with a date for a second round, the eastern sector will have copied Ladakh's method. If he leaves with only a list of complaints, the method is not yet copied.
