India and China hold first corps talks in Arunachal after the Beijing SR round

Indian and Chinese corps commanders met on 7 September at the Wacha-Damai border meeting point in Arunachal Pradesh's Kibithoo sector. Lieutenant General Girish Kalia, who commands the Dimapur-based 3 Corps, led the Indian side. The Army did not issue a public statement. People familiar with the sitting said the agenda was the Line of Actual Control in the eastern sector and the practical work of keeping the frontier quiet.

The meeting is the first corps-level engagement in that sector since the 25th round of Special Representative talks in Beijing on 25 August. National Security Adviser Ajit Doval and Chinese Foreign Minister Wang Yi produced an eight-point list of outcomes. Two of those points matter for Sunday's table. The sides agreed to add two meeting points for the senior highest military commander mechanism. They also agreed to open two extra military hotlines in the eastern and middle sectors. Wacha is already one of two designated meeting points in Arunachal. Using it now is how the August paper starts to become a routine.

Sunday's sitting also came after a reported confrontation at Taksin in Upper Subansiri district. Indian accounts have described Chinese troops blocking access to patrol points and pressing claims on the ground. The eastern sector covers Sikkim and Arunachal. China claims most of Arunachal as part of southern Tibet. India administers the state and treats the McMahon Line as the legal boundary. The LAC is the line the two armies actually hold. Those three maps do not match. Corps talks exist to stop a mismatch from becoming a firefight.

The August communique used a careful phrase: an "early and substantial harvest" of boundary delimitation and border management. That language is older than this year. The SR mechanism itself dates to a 2003 agreement. What is new is the attempt to add hardware to the talk: extra hotlines, extra meeting huts, a promise to reconvene the expert group on trans-border rivers in September. Hydrological data on the Brahmaputra is on that list. So is the reopening of three designated border trading points, which both sides noted with approval in Beijing.

Prime Minister Narendra Modi and President Xi Jinping were in the same room at the Shanghai Cooperation Organisation summit in Kyrgyzstan on 1 September. The optics of that encounter sit on top of a relationship that broke in 2020 in the Galwan Valley, where soldiers on both sides died. Since then the western sector in Ladakh has taken most of the public attention. The eastern sector has its own accumulation of posts, tracks and cameras. A corps meeting in Kibithoo is how that accumulation is supposed to be managed while the political track talks about delimitation.

Kibithoo sits near the easternmost stretch of the Indian boundary, close to the point where the Lohit valley meets Tibet. It is a hard place to reach and a harder place to supply. That is why a designated meeting point exists there at all. Five such points are recognised along the LAC. Two of them are in Arunachal. The fact that the first post-Beijing corps sitting used Wacha rather than a western venue is a signal that New Delhi wants the eastern file treated as live, not as a residual.

No joint statement was published after Sunday's meeting. That is normal for this level. The test is whether patrols in Upper Subansiri and along the rest of the eastern LAC pass each other without a new video appearing on either country's information channels. The next public marker is the rivers meeting due this month and, after that, the BRICS summit in New Delhi on 12 and 13 September, where Xi is expected. A quiet Kibithoo sitting is the kind of fact both capitals prefer to have in the file before those cameras turn on.

Peace along the LAC is still the condition India names before it will call the rest of the relationship normal. Doval repeated that point in Beijing. Sunday's table in Kibithoo is the first military date on the calendar that follows from that sentence. Whether it produces an early harvest, or only another season of managed friction, will be visible in the patrol logs, not in the communique.
