India and China hold first corps commander talks in Arunachal

Indian and Chinese corps commanders met on Sunday, 6 September, at the Wacha-Damai border personnel meeting point near Kibithu in Arunachal Pradesh. It was the first meeting at that rank in the eastern sector. Until now, corps commander talks after the 2020 Ladakh crisis have run mainly at Chushul-Moldo.

Lieutenant General Girish Kalia, commander of 3 Corps, led the Indian delegation. 3 Corps sits at Rangapahar in Nagaland and holds the eastern Arunachal stretch of the Line of Actual Control. One account put the Indian party at 12, including an inspector general of the Indo-Tibetan Border Police. The Chinese officer was not named in public. He is likely to have come from the PLA Western Theater Command. There was no joint statement after the session.

People familiar with the talks said the focus was peace and tranquillity along the Kibithu sector. The meeting came days after National Security Adviser Ajit Doval and Chinese Foreign Minister Wang Yi held special representative talks in Beijing on 25 August. That round produced an eight-point outcome. Two new border personnel meeting points were agreed, one in the eastern sector under 3 Corps and one in the central sector. Additional military hotlines were also agreed for the eastern and middle sectors.

Why the eastern sector is now on the same table as Ladakh

The eastern LAC through Sikkim and Arunachal runs about 1,126 to 1,400 kilometres, depending on the map in use. India and China do not share a single alignment. Face-offs follow from that fact. In July, residents near Taksing in Upper Subansiri reported PLA soldiers or markings in ground that is not demarcated. Those reports, still unofficial, are the local reason this meeting happened now rather than after another winter.

4 Corps at Tezpur and 3 Corps at Rangapahar split the Arunachal front. Putting a corps commander in the room at Wacha-Damai gives 3 Corps a channel that previously existed only in Ladakh. That is an institutional change, not a settlement. Delimitation remains the special representatives' file. Ground friction remains the armies' file. Sunday's meeting tries to keep those files from colliding in Upper Subansiri while both capitals prepare for a political week.

President Xi Jinping is expected in New Delhi for the BRICS summit on 11-13 September. A first corps commander session in Arunachal five days before that arrival is timing, not coincidence. It lets both sides tell their own systems that the eastern sector now has a senior military valve. It also lets them deny that the valve was opened only for a summit photograph.

What the talks cannot do

Corps commander meetings after Galwan became a way to freeze a crisis that had already killed soldiers. They did not draw a line. They traded buffer zones, patrol limits and face-off protocols in Ladakh. Copying the format into Arunachal does not import those bargains. The eastern sector has a different history of claims, a different civilian presence, and a different set of roads and posts built since 2020.

India has said, including in the Doval-Wang round, that peace on the frontier is required for the rest of the relationship. China has agreed to handle ground incidents through existing diplomatic and military channels. Those sentences are reusable. They do not answer what happens if a patrol from Taksing meets a patrol from the other side of the same unmarked slope next month.

The test of Sunday is therefore narrow. Does the new hotline ring before a scuffle, and does the new meeting point host a second session before the first snow on the Se La? If both happen, the eastern sector has a working channel. If neither happens, Wacha-Damai was a date on a summit calendar.

For now the public record is a time, a place and a rank. 6 September, Wacha-Damai, corps commander. No minutes. No map. The next useful fact will be whether 3 Corps and its PLA counterpart schedule a follow-up without waiting for another special representative round in Beijing.
