India and China hold first Corps Commander talks in Arunachal

Indian and Chinese corps commanders sat down on Sunday at the Wacha-Damai border personnel meeting point, north of Kibithu in Arunachal Pradesh's Anjaw district. It was the first meeting at that rank on the eastern stretch of the Line of Actual Control. Until this weekend the same format lived almost entirely at Chushul-Moldo in eastern Ladakh, the channel opened after the 2020 Galwan clash.

Lieutenant General Girish Kalia, commander of 3 Corps, known as Spear Corps and headquartered at Rangapahar near Dimapur, led the Indian side. The talks were held on the Indian side of the line. 3 Corps and Tezpur-based 4 Corps share the roughly 1,140 kilometre LAC in Arunachal. Kalia's formation covers the eastern slice that includes Anjaw.

The date was not an accident. National Security Adviser Ajit Doval and Chinese Foreign Minister Wang Yi, the Special Representatives on the boundary, met in Beijing on 25 and 26 August and agreed to open two more corps-level meeting points beyond Ladakh, plus two extra military hotlines, one for the eastern sector and one for the middle sector in Uttarakhand. Sunday was the first use of the new eastern slot.

No joint statement came out of Wacha. Indian briefings said the agenda was peace and tranquillity on the eastern LAC and a direct military channel for local friction. Reports in the days before the meeting had described a troop build-up and tension around Taksing in Upper Subansiri. That pocket has seen face-offs before. A corps commander in the room is the rank that can order a pause without waiting for New Delhi and Beijing to draft a communique.

Chinese President Xi Jinping is expected in New Delhi for the BRICS summit on 12 and 13 September. A first corps-level conversation in Arunachal a week before that arrival is how both capitals signal that the eastern sector now has the same military plumbing Ladakh received after 2020. It does not settle the alignment of the LAC. India and China still draw that line in different places, and Arunachal is the longest of those disagreements.

Wacha-Damai itself has been a designated meeting point since 2014. Lower-level personnel meetings have taken place there. What had not happened was a conversation between the officers who actually own the sectors. That gap mattered because a patrol clash in Anjaw or Upper Subansiri had no standing corps channel of its own. It had to be raised through the old Ladakh mechanism or through diplomats. Sunday closed that gap on paper.

The 25th round of Special Representatives talks in Beijing had listed eight points. Two of them were the extra meeting sites and the extra hotlines. Putting Kalia in Wacha so quickly is the first public test of whether those points were operational or ceremonial. If the hotline for the eastern sector follows in the same window, the two armies will have a voice link and a table in the same sector for the first time.

What the meeting cannot do is shrink the maps. China still prints Arunachal as Zangnan. India still treats the McMahon Line as the reference in the east. Corps commanders do not redraw that argument. They can stop a local patrol from becoming a second Galwan. That is the limited, concrete job Sunday assigned them.

For New Delhi the timing also serves the summit week. A quiet military meeting is easier to point to than a new political formula. For Beijing it is a way to show that the eastern sector can be managed without accepting India's map. Both sides can leave Wacha claiming the channel now exists. The next face-off in Taksing or Kibithu will show whether anyone picks up the phone.

Kalia's 3 Corps sits in Nagaland and looks north into the hills that fall toward the Lohit and the Tibet frontier. The PLA formation across from him answers to the Western Theatre Command. Those two men now have a room at Wacha and, if the August list is honoured, a dedicated line. That is a narrower fact than a breakthrough. It is also the first time the eastern LAC has had either.
