India and China hold first Arunachal corps talks at Wacha

Indian and Chinese corps commanders met on Sunday at the Wacha-Damai border personnel meeting point, north of Kibithu in Arunachal Pradesh's Anjaw district. It was the first meeting at that rank on the eastern stretch of the Line of Actual Control. Until now, corps-level talks after the 2020 Ladakh crisis had been held at Chushul-Moldo.
Lieutenant General Girish Kalia, commander of the Dimapur-based 3 Corps, known as Spear Corps, led the Indian side. The meeting took place on the Indian side of the point, close to Kibithu. 3 Corps and the Tezpur-based 4 Corps share the roughly 1,140 kilometre LAC in Arunachal. Kalia's formation covers a large part of that front.
No joint statement was issued. Officials said the session dealt with local friction, communication and the need to keep the sector quiet. That language is standard. The timing is not.
Why this point, and why now
Wacha-Damai has been an authorised meeting site since 2014. Corps commanders had not used it. The change follows the 25th Special Representatives meeting in Beijing on 25 August, where National Security Adviser Ajit Doval and Chinese Foreign Minister Wang Yi agreed to open two extra locations for senior military talks, plus two extra hotlines, one in the eastern sector and one in the middle sector covering Uttarakhand.
Sunday's meeting put that August paper into practice before Chinese President Xi Jinping is expected in New Delhi for the BRICS summit on 12 and 13 September. Russian President Vladimir Putin is also due. A quiet eastern sector is useful to both capitals in that week.
The eastern LAC is not a settled line. India and China draw it differently in several pockets. Face-offs happen when patrols walk into the same meadow with different maps. Reports in recent weeks pointed to tension around Taksing in Upper Subansiri. That is one reason New Delhi wanted a commander in the room who can pick up a phone the same day, rather than wait for Ladakh's channel to carry an Arunachal problem.
What corps talks can and cannot do
Corps talks manage soldiers. They do not settle the boundary. Delimitation remains with the Special Representatives. After Galwan in 2020, the two armies used the Chushul-Moldo channel through more than 20 rounds to pull back from some Ladakh friction points and to freeze others. The east never had an equivalent ladder. Patrol clashes there were handled at lower ranks or pushed up to diplomats.
Giving 3 Corps a standing counterpart on the Chinese side changes the speed of a complaint. It does not change the maps. India still treats the McMahon Line as the boundary. China still claims most of Arunachal as Zangnan. Those positions did not move on Sunday.
Hotlines matter as much as the meeting itself. The August package added a line for the east and one for the middle sector. A local commander who can speak to the other side before a patrol leaves the post has a better chance of avoiding a filmed shoving match. That is a low bar. It is also how the 2020 crisis began, with a patrol that neither side pulled back in time.
The week ahead
Xi's visit will be watched for any sentence on the boundary. Indian ministers have said peace on the LAC is required for a normal relationship. Beijing prefers to talk trade, BRICS and a wider Asia agenda and to keep the line as a military file. Sunday's meeting lets both sides tell their own audiences that the soldiers are talking.
The test comes after the summit, when cameras leave. If Taksing and other pockets stay quiet through autumn, the new channel will have earned its keep. If a face-off is filmed and the hotline stays unused, Magdeburg-style headlines will not be the problem. The problem will be that the eastern ladder was built and then ignored.
For now the record is short. A first corps meeting happened at Wacha on 6 September. Kalia sat across from his PLA opposite number. The next useful fact will be whether a second meeting is scheduled without another crisis to force it.
