India and China add LAC hotlines and two commander meeting points
Wednesday’s eight-point note after the Beijing Special Representatives’ round puts new corps-level phones in the eastern and middle sectors. The 26th round will be in India in 2027. A rivers meeting is due in September.

India and China published an eight-point consensus on Wednesday after Tuesday’s 25th Special Representatives’ talks in Beijing, adding two corps-level military hotlines and two extra meeting points for senior commanders along the Line of Actual Control.
The hotlines will cover the Eastern Sector, Arunachal Pradesh and Sikkim, and the Middle Sector, Himachal Pradesh and Uttarakhand. The Western Sector already has two active local-commander lines. The Eastern Sector already had two. The new channels sit at a higher military rung. The extra meeting points are for the General Level Mechanism, also called the Senior Highest Military Commander meeting.
National Security Adviser Ajit Doval and Chinese Foreign Minister Wang Yi led the round. The Ministry of External Affairs said both sides will use the Working Mechanism for Consultation and Coordination on India-China Border Affairs, local commander meetings and other agreed channels to handle incidents. An Expert Group on Boundary Delimitation and a Working Group on Border Management are tasked with an early and substantial harvest on delimitation and on day-to-day management.
The 3,488-kilometre LAC is still not a settled boundary. Delimitation means drawing that line on a map both capitals accept. India and China have talked about a package solution for two decades. Wednesday’s language is more specific than the usual communiqué. Early and substantial harvest is a phrase that implies some sectors could be agreed before the whole border is done.
A meeting of the Expert-Level Mechanism on Trans-border Rivers is scheduled for September. The two sides said they would keep talking about hydrological data and the renewal of related memorandums. The 26th Special Representatives’ round will be held in India in 2027.
Wang, who is also director of the Office of the Central Commission for Foreign Affairs, said stable ties serve both populations. Doval said India wants more strategic communication, better management of the border, and faster improvement in the bilateral relationship. Xinhua described the talks as comprehensive, in-depth, friendly and candid.
Hotlines do not move troops back. They shorten the time between a patrol face-off and a call that can stop it becoming a fistfight or a shot. After 2020, both armies learned how expensive silence is. Adding lines in the east and the middle is an admission that the existing set did not cover enough ground or enough ranks.
The political test is whether the Expert Group produces a line anyone can photograph. Harvest language is cheap. A signed sector map is not. September’s river meeting is the first dated event on the new list. Hydrological data is easier than territory. If that meeting slips, the 2027 round in India will open under the same fog that covered Tuesday’s session in Beijing.
The Western Sector, Ladakh, still carries the heaviest troop density after the 2020 clash in Galwan Valley. Wednesday’s text did not announce a pullback there. It announced phones and meeting huts in the two sectors that had fewer dedicated senior lines. That is a management upgrade, not a settlement of the 2020 deployments.
Both governments will sell the eight points at home as progress. The measurable tests are dated: the September river meeting, the first use of a new eastern or middle hotline after a patrol incident, and whether the Expert Group produces a sketch map anyone will show a journalist. Until one of those three happens, the consensus is a press release with hardware attached.
For commanders on the ridge line the new numbers are simpler. Two more phones. Two more places to sit. The rest of the eight points will be judged by whether those phones are answered when a patrol walks into the wrong nullah.
