Habagat death toll in the Philippines reaches 32 as a Tarlac bridge fails

The Office of Civil Defense said on Saturday, 29 August, that the enhanced southwest monsoon, Habagat, has killed 32 people in the Philippines. Eight million people across ten regions have been affected. Damage stands at P8.43 billion: P6.11 billion in infrastructure and P2.32 billion in agriculture. One hundred and seventeen areas are under a state of calamity. Two hundred and ninety-seven areas were still flooded.
A section of the Ninoy Aquino Bridge in Tarlac City collapsed at 11:56 p.m. on Friday. San Isidro barangay cameras recorded the drop. DPWH Secretary Vince Dizon inspected the site on Saturday. The agency said a stretch of about 60 metres failed after strong current hit the foundation. The bridge is closed. Motorists were told to find other crossings.
In Lubao, Pampanga, floodwater from an overflowing Sta. Rita Dam tore a two-storey house off its site around 2:30 p.m. on Friday near the boundary of barangays Santo Cristo and Sta. Rita. Residents had already left. No one in that house died. A dike in San Marcelino, Zambales, also gave way and damaged a home in Barangay Sta. Fe after the family evacuated.
Dams and rainfall warnings
Ipo Dam began releasing excess water as rain continued on its watershed. PAGASA said the gates can close if the rain eases. At 2 a.m. Saturday the weather bureau had a red rainfall warning, the highest, over Zambales, Bataan, Pampanga, parts of Tarlac (Mayantoc, San Jose, Capas, Bamban) and a long list of Bulacan towns including Malolos, Hagonoy, Calumpit and Baliuag. Red means serious flooding in flood-prone ground.
Habagat is not a named typhoon. It is the seasonal southwest wind, strengthened this week into a long rain event over Luzon. PAGASA had already warned that two more typhoons could still form in August. The Monday-to-Saturday damage bill is the one OCD published on Saturday morning, and it will move again if the red towns stay red.
What 32 deaths do not capture
Eight million affected is a count of people in barangays that reported flooding, evacuation or damage. It is not a count of people in shelters overnight. The P8.43 billion figure is an early engineering and agriculture tally. Rice and fisheries losses in Central Luzon will be revised after the water drops. The Tarlac bridge is a single asset with a known failure time. Replacing 60 metres of span on a river that is still high will take longer than a weekend detour.
Dizon's inspection puts the public-works department on the record at the broken pier. The next documents that matter are the structural report on Aquino Bridge and the Sunday OCD table, which will show whether 32 is still the number.
