First Arunachal corps commander talks follow Doval-Wang eight-point list

Indian and Chinese corps commanders met on Sunday, 7 September, at the Wacha-Damai border meeting point in the Kibithoo area of Arunachal Pradesh. It was the first meeting at that level in the eastern sector. Lieutenant General Girish Kalia, commander of the Dimapur-based 3 Corps, led the Indian side. The PLA officer was not named in public briefings and is understood to have come from the Western Theater Command.

People familiar with the talks said the agenda was peace and tranquillity along the Line of Actual Control in the Arunachal sector. There was no joint statement. The meeting came 13 days after National Security Adviser Ajit Doval and Chinese Foreign Minister Wang Yi held Special Representative talks in Beijing on 25 August.

What Beijing produced

The Doval-Wang round produced an eight-point consensus on border management. Both sides agreed to push for an early and substantial harvest on boundary delimitation and told the Expert Group on Boundary Delimitation and the Working Group on Border Management to keep working. India repeated that peace on the frontier is a condition for the rest of the relationship. A joint statement after that meeting said ground incidents should be handled at once through existing diplomatic and military channels.

The eastern sector covers about 1,400 km along Sikkim and Arunachal. The middle sector, about 625 km along Himachal and Uttarakhand, is the least contested stretch. Sunday’s talks sat in the longer sector, and they sat against a local scare. In July, residents of Taksing in Upper Subansiri reported PLA soldiers or markings in a stretch that is not demarcated. Indian accounts also spoke of aggressive posturing in that part of the LAC.

Why the first meeting now

Xi Jinping is expected in India for the BRICS summit. The SR channel had just been used. The armies then opened a corps-level table in a sector that did not previously have one. That sequence is the news. It does not settle Taksing. It does not delimit the line. It creates a military address for the eastern sector that Doval and Wang said should exist when something happens on the ground.

Kalia’s 3 Corps owns the eastern Arunachal approach. Putting its commander across the table from a Western Theater officer is how both sides turn an eight-point paper into a room with a map. The next test is whether that room is used when the next sighting is reported, not whether the Sunday meeting issued adjectives.
