EU puts 200 million euros into Greenland after another Trump claim on the island

Ursula von der Leyen stood in Nuuk on 7 September and announced a 200 million euro partnership package for Greenland, about $232 million at the day's rate. She signed a renewed joint declaration with Premier Jens-Frederik Nielsen and Danish Prime Minister Mette Frederiksen. The money is to be spent this year and in 2027. The Commission has separately proposed lifting regular budget support for Greenland from 225 million euros in the current period to 530 million euros for 2028-2034.

The visit was the second recent trip von der Leyen has made to the island. She said Greenland could count on the EU and that she had come back to deliver results. The package is labelled Global Gateway. Officials listed satellite and cable connectivity, hydropower, critical raw materials, education, fisheries, housing, small business support and tourism as the spend lines. At telecom operator Tusass she launched a satellite project meant to improve internet access in settlements that still rely on thin links. The three leaders also visited Eutelsat OneWeb facilities in the capital.

The political sentence underneath the budget line is about the United States. President Donald Trump has repeated that the United States should take control of Greenland. Copenhagen and Nuuk have rejected that. Von der Leyen said the EU stands with the Kingdom of Denmark and with Greenlanders and will continue to do so. Nielsen has treated the European offer as a choice Greenland is making, not as a substitute for the Danish realm. Frederiksen used the trip to keep Denmark visible in a file Washington has tried to turn into a bilateral demand.

What 200 million euros can and cannot buy

Greenland's economy still runs on fish, public employment and a block grant from Denmark. Mining talk has been loud for a decade. Few pits have opened. The EU wants rare earths and other minerals tied into European industry rather than into a single overseas buyer. Hydropower is the other physical bet: the island has unused hydro potential and almost no grid that would let that power serve more than local towns. Housing is a daily shortage in Nuuk. Putting it on the list is how Brussels shows the package is not only a minerals memorandum.

Two hundred million euros over two years is small beside US defence spending in the Arctic and beside Denmark's own transfers. It is large beside previous EU project lines for Greenland. Officials said the new envelope expands into sectors that earlier programmes did not cover and includes money for the government to build administrative capacity. The joint declaration also names cybersecurity, civil protection, research, climate work and Arctic resilience. Those headings will need follow-on contracts before they become anything a resident can point to.

The timing is the point. Washington's claim on the island has made every allied visit a positioning exercise. Brussels is buying presence: a declaration, a cheque, a satellite photo opportunity, and a promise to more than double the next budget cycle. Nielsen gets a European counterweight without leaving the Danish kingdom. Frederiksen gets EU language that treats Greenland as European space. Von der Leyen gets an Arctic file she can take to the next European Council.

Whether the mines, cables and houses appear on that timetable is the next measurable test. The declaration is already doing the work it was written for. It tells Washington that Greenland's next large cheque did not come from the government that wants to buy the island.
