Eight Bharatiya Janata Party candidates filed nomination papers in Lucknow on Tuesday for the Rajya Sabha election from Uttar Pradesh, the last day for filings. Chief minister Yogi Adityanath stood with them at the Vidhan Bhavan. Returning officer Ajeet Verma told PTI that each candidate filed two sets of papers, with 10 legislators as proposers on each set. The poll is on 16 October, for 10 seats. The Samajwadi Party has already filed two candidates and has signalled it will not field a third, which would leave the 10 seats to be filled without a vote if no one else enters before the deadline passes.
The BJP list is Dharampal Singh, Prakash Pal, Shruti Gangwar, Vidya Sagar Sonkar, Priyanka Rawat, Radhakant Ojha, Gopi Krishna Pandey and Ram Pratap Singh Chauhan. India Today, citing the party's own description of the slate, put Dharampal Singh, Prakash Pal and Shruti Gangwar as Other Backward Class names, and Vidya Sagar Sonkar and Priyanka Rawat as Dalit names. Ojha, Pandey and Chauhan complete the eight. Two of the eight are women. The Tribune reported that Hardeep Singh Puri, the Union minister, was left off the list, with party sources pointing to the Uttar Pradesh result and to local equations ahead of the 2027 assembly election.
Who stood in the room
The filing was treated as a show of strength. With Adityanath were Union minister of state for finance and state BJP president Pankaj Chaudhary, deputy chief ministers Keshav Prasad Maurya and Brajesh Pathak, and a bench of state ministers that included Suresh Khanna, Rakesh Sachan, Ashish Patel, Sanjay Nishad, Kapil Dev Agarwal, JPS Rathore, Dinesh Pratap Singh, Girish Chandra Yadav, Brajesh Singh, Satish Chandra Sharma, Rajni Tiwari and Baldev Singh Aulakh. That attendance is the party's way of saying the slate is agreed, not a factional product. Adityanath congratulated the eight and sent them into the contest.
Uttar Pradesh sends 31 members to the Rajya Sabha. Biennial elections replace those whose terms end. Ten vacancies is a large slice of the state's upper-house bench. The assembly arithmetic favours the BJP and its allies after the last state election. An unopposed result, if the Samajwadi Party holds to two candidates and no independent files, would give the BJP eight seats and the SP two without a ballot. The SP's decision not to force a third candidate was read by The Week as a way to avoid cross-voting exposure. The party has not published that reason in those words. It has withheld the third name.
What an unopposed result would mean
Rajya Sabha elections are counted by single transferable vote when the number of candidates exceeds the number of seats. If exactly 10 valid candidates remain after scrutiny and withdrawal, the returning officer declares them elected. Scrutiny is the next procedural step after Tuesday's filings. Withdrawal remains open for a short window. A surprise independent, or a change of mind by the SP, would produce a vote on 16 October. Neither had appeared by Tuesday afternoon.
The slate's caste description, two women, and the exclusion of a sitting Union minister are the political facts of the list. The procedural facts are the double filing, the 10 proposers, the returning officer's name, and the 16 October date. Those are enough to say how this round of the upper house from India's largest state is likely to be filled, and what would have to happen in the next few days to force a count.
Scrutiny of nomination papers checks the proposers, the signatures and the deposit. A paper signed by fewer than the required proposers fails. Verma's statement that each of the eight filed two sets, with 10 proposers each, is the candidate's insurance against one set being rejected for a clerical fault. The SP's two earlier filings were not repeated at Tuesday's event. Their validity will be tested at the same scrutiny. If all 10 survive, and nobody withdraws, the declaration can be made without a vote on 16 October.
Leaving Puri off the list, as the Tribune's party sources described it, keeps a Union minister in the cabinet and out of this round of the upper house. Rajya Sabha seats are often used to place ministers who do not hold a Lok Sabha seat. Puri already has a route to stay in government. The eight names filed on Tuesday are, on the caste description India Today carried, a regional and community balance aimed at 2027, not a placement of national office-holders. That is the choice the show of strength at the Vidhan Bhavan was there to endorse.
