Russian authorities reported a large drone attack on Nizhny Novgorod Oblast on the night of November 1 that damaged an industrial facility in the Kstovo district. Governor Gleb Nikitin stated that air defenses destroyed more than 100 drones and that no casualties had been confirmed as of his initial statement.
Ukrainian media and open-source channels identified the target as the Lukoil-Nizhny Novgorodnefteorgsintez refinery in Kstovo, one of Russia's larger facilities with a design capacity of about 17 million metric tons of crude per year. Videos circulating on social media showed fires on the plant grounds. Russian officials have not confirmed the specific facility by name.
The Kstovo refinery ranks among the top five in Russia by capacity and is a significant producer of gasoline. It has been reported as damaged in earlier Ukrainian strikes in 2026, including incidents in April, May, June, July, and August. Lukoil founder Vagit Alekperov has previously said that restoration of damaged refining units typically takes two to three weeks.
The same night, Ukrainian President Volodymyr Zelenskyy reported Russian strikes on energy infrastructure in four regions: Dnipro, Vinnytsia, Zhytomyr, and Khmelnytskyi. He said hundreds of thousands of households remained without electricity after the attacks. Zelenskyy also stated that Russia had launched 1,940 strike drones, more than 1,580 glide bombs, and 44 missiles against Ukraine in the preceding week.
The exchange continues the pattern of long-range drone and missile strikes on energy and industrial targets by both sides. Russian regional governors routinely report high numbers of intercepted drones while acknowledging limited damage to industrial sites. Ukrainian officials describe the strikes as aimed at reducing Russia's capacity to sustain military operations.
No independent assessment of the extent of damage at the Kstovo site has been released. Local authorities have not issued updates on power outages or environmental effects beyond the governor's initial statement. The refinery's repeated targeting this year has already affected refining throughput in the region on multiple occasions.
The incident adds to the cumulative pressure on Russian refining capacity documented across several oblasts in 2026 while Ukrainian energy infrastructure continues to absorb parallel strikes.
