Doval and Wang agree eight points on the LAC, including new hotlines
The 25th Special Representatives round in Beijing on 25 August added two commander meeting points and two military hotlines in the Eastern and Middle Sectors. An expert group will seek an early harvest on delimitation. The next SR round is in India in 2027.

National Security Adviser Ajit Doval and Chinese Foreign Minister Wang Yi closed the 25th round of Special Representatives talks in Beijing on 25 August with an eight-point consensus. The text, released the next day by both sides, is the most detailed public list from the mechanism since the October 2024 understanding that ended the long Ladakh standoff.
Two items are operational. India and China will add two meeting points for talks between generals and senior military commanders, and two more military hotlines in the Eastern and Middle Sectors. The Western Sector already has two active local-commander hotlines. The Eastern Sector has two established lines. The Middle Sector covers Himachal Pradesh and Uttarakhand. The aim, the document says, is better border management and fewer mistakes along the Line of Actual Control.
The two sides also agreed that any situation on the ground would be handled at once through existing diplomatic and military channels, including the Working Mechanism for Consultation and Coordination, local commander meetings and other agreed forums. That sentence is a pledge to use the machinery they already have. It does not create a new court or a new map.
On the political track, an Expert Group on Boundary Delimitation and a Working Group on Border Management, both under the WMCC, are to seek an "early and substantial harvest" of delimitation and of management rules. Their first job is to agree terms of reference. Officials on both sides expect that harvest to start in sectors where the two alignments do not clash in an obvious way. The phrase "improve understanding of LAC in appropriate areas" appears in the Indian readout. The word "clarification," which has a contested history from the 1996 agreement, does not.
They reaffirmed work on a settlement framework under the 2005 Agreement on Political Parameters and Guiding Principles. They scheduled the next meeting of the Expert-Level Mechanism on Trans-border Rivers for September, with hydrological data and the renewal of related memoranda on the list. The 26th SR round will be held in India in 2027.
Doval called on Vice-President Han Zheng before the talks. Han said the two countries should handle the relationship from a long-term view and carry out the consensus of the leaders. Doval said India and China, as the two most populous large economies, have a chance to cooperate and should deal with the boundary question properly. This was the third Doval-Wang meeting since the October 2024 Ladakh deal.
The calendar around the talks is not accidental. India hosts the BRICS summit in New Delhi on 12 and 13 September. Xi Jinping is expected in India for that meeting, his first trip to the country in seven years. The SR round is the official way to show that the border is being managed before that visit. It is also a way to keep talking after reports of pressure in Upper Subansiri in Arunachal Pradesh.
None of the eight points draws a new line on the 3,488-kilometre boundary. Delimitation that both capitals can accept has been the stated goal since 2003. The harvest language is a bet that smaller agreed stretches can be written down without waiting for the whole frontier. The hotlines are cheaper and faster. They will matter on the first night that a patrol and a counter-patrol meet in the dark and need a number to call.
