Delhi Police arrest Satya Niketan owners after collapse kills seven students

Rescue work at Satya Niketan ended at 5 p.m. on Monday. Twelve people had been pulled from the rubble of a five-storey paying-guest house that fell at about 1.30 p.m. on Sunday. Seven of them were dead. Five were in hospital. Delhi Police then arrested the family that owned and ran the building: Hariram Gupta, 81, his wife Urmila Gupta, 75, and their son Mahesh Gupta, 52, all taken in Bhiwadi, Rajasthan.

The house stood on a plot of about 55 square yards near Delhi University's South Campus. It held a boys' hostel called Hostel Daze. Repair work was under way on the ground floor when the structure came down. Officers have pointed to water in the basement and the extra load of that work as the likely combination. The precise sequence is still under inquiry.

Property papers and utility records do not line up. The title sat in Urmila's name. Electricity connections for two floors sat in Hariram's name, with Mahesh also named on the supply. Hariram is a retired Indian Air Force sergeant. Police booked the family for culpable homicide, negligence in the upkeep of a structure, and endangering the safety of others. A Look Out Circular had already gone out after he left the city. Ten teams from the local district, the Special Staff and other units tracked him across the state line.

Among the dead was Arpit, a B.Com student at Atma Ram Sanatan Dharma College. Principal Gyanatosh Kumar Jha said another student from the same college was being treated at the AIIMS Trauma Centre. Neighbours and classmates spent Sunday night at the cordon. NSUI workers later protested near South Campus. The Chief Fire Officer, A.K. Malik, put the number recovered at 13 in one briefing. The NDRF inspector-general, N.S. Bundela, later said 12 had been brought out and that the force had closed its site work.

Chief Minister Rekha Gupta ordered a magisterial inquiry on Sunday evening and visited the site. On Monday she announced the immediate sealing of buildings with unauthorised fifth floors across Delhi. Five Municipal Corporation of Delhi officers from the South Zone were suspended the same day: Deputy Commissioner Rakesh Kumar, Superintending Engineer Ranvir Singh, Executive Engineer Lalit Kumar Goel, Assistant Engineer Sunil Chauhan and Junior Engineer Ashish Kumar. The suspension order went out over the signature of Deputy Law Officer (Vigilance) Nand Kishore.

MCD Commissioner Sanjeev Khirwar said an adjoining building had weakened and would be taken down in a controlled way over one to two days. The corporation had already given the owner of property number 13 in Satya Niketan three days to demolish that structure after listing it as ruinous and dangerous. If the owner failed, the corporation said it would do the work and recover the cost as arrears of tax.

The Delhi High Court took the matter on Monday. The bench told the Municipal Corporation to inspect all paying-guest hostels under its jurisdiction within a week. The judges said students living in such rooms are the city's future and that the safety record of the stock could not be left to chance. The instruction sits against a longer count. The Accidental Deaths and Suicides in India 2024 report recorded 169 deaths from building collapses in Delhi over five years, and nearly 8,000 across the country. National figures for collapse deaths edged down. Delhi's numbers went the other way after 2020.

Satya Niketan is a dense student quarter. Rooms are cheap, stacked and often added without a fresh structural check. Landlords treat a fifth floor as extra rent. Tenants treat a cracked beam as someone else's problem until it is not. The collapsed house was about 50 years old. That age is common in the belt around South Campus. What is less common is a civic file that shows who signed off on the last repair, who checked the basement drainage, and who allowed an extra storey on 55 square yards.

Campaign for Judicial Accountability and Judicial Reforms listed seven demands after the deaths, including a probe of what it called the PG trade and compensation for the families. Rahul Gandhi criticised the ruling party for shifting blame onto junior officers. The suspensions of a deputy commissioner and four engineers show the state is moving against its own staff as well as the owners. That does not answer how many other fifth floors will be sealed this week, or how the High Court's seven-day inspection will be staffed.

The FIR, the lookout circular, the Bhiwadi arrests and the court order now sit on the same file. The hostel agreement at Hostel Daze, students later said, told residents the management was not responsible for casualties or risk. That clause will be tested against the homicide charge. For the five people still in hospital, and for the families of the seven who died, the legal sequence started only after the building was already on the ground.
