Delhi opens a pollution command centre at Shastri Park, with AI on 700 sites

Delhi Chief Minister Rekha Gupta on Thursday opened an Integrated Command and Control Centre for the Delhi Pollution Control Committee, built to watch pollution sources in real time and to send alerts to teams on the ground. The centre is at the Delhi Metro Rail Corporation IT Park in Shastri Park. Environment Minister Manjinder Singh Sirsa said more than 700 construction sites larger than 500 square metres are being monitored with AI and CCTV. If PM10 rises at a site, the department and the site owner are alerted.
The government says the centre's job is not only to collect data. Gupta's office said the point is to turn the readings into field action and measurable results. In winter, 78 teams at sub-division level will be deployed for monitoring and enforcement. Once a hotspot is flagged, the department responsible is supposed to be told. Road-sweeping machines are also tracked from the same room. That is a different feed from the construction cameras: one watches dust at building sites, the other watches whether the sweepers are out.
Delhi's winter pollution is a repeat problem. Farm fires, traffic, dust and weather inversions stack in October and November, and the city's graded response plan already has stages tied to the air-quality index. A command centre does not change the sources. It changes how fast a reading becomes an order. The test Sirsa set is specific. A site over 500 square metres, a PM10 spike, an alert to the owner and the department. Seven hundred sites is a large camera net for one city. It is still a fraction of the dust, vehicles and household fuel that make up a winter reading at Anand Vihar or ITO.
The 78 winter teams are the enforcement half. A camera that flags a site does nothing if no one arrives. Sub-division deployment means the teams sit below the district, closer to wards. The government has not published how many people are on each team, what power they have to stop work, or what happens if an owner ignores the alert. Those rules will decide whether Shastri Park is a control room or a display.
Construction dust is one of the few sources the city government can touch directly. Crop burning sits mostly outside Delhi, in Punjab, Haryana and Uttar Pradesh. Vehicle emissions sit with the transport department and with fuel standards set nationally. A centre that starts with 700 building sites is starting where the state can send an inspector. Sirsa's PM10 trigger fits that choice. PM10 is the coarse particle measure most associated with dust, as against the finer PM2.5 that dominates health warnings in winter smog.
The location inside a metro IT park is an administrative detail with a practical side. The cameras need a network, and the metro already runs one. Sharing that building does not mean the metro is now a pollution agency. It means the committee has a room, screens, and a link to sites. Gupta launched it on 1 October, ahead of the season when Delhi's air usually worsens. The first reading that matters is not the inauguration. It is whether a PM10 alert next week produces a stopped site and a logged visit by one of the 78 teams.
If the centre works, Delhi will have a public trail from spike to action that the winter plans have often lacked. If it does not, the city will have another dashboard and the same October air. The numbers to watch are plain: 700 sites, 500 square metres, PM10, 78 teams. Anything short of a published log of alerts and visits will leave the claim untested.
