Congress names Sibamoni Bora for the Nagaon Lok Sabha bypoll

Congress president Mallikarjun Kharge approved Sibamoni Bora, the former Batadrava MLA, as the party's candidate for the 9-Nagaon Lok Sabha by-election, the AICC said on 14 September. KC Venugopal signed the release. The announcement followed a day-long meeting at Rajiv Bhawan in Guwahati on 13 September, chaired by Assam in-charge Bhupesh Baghel, and a subsequent meeting between Baghel and Rahul Gandhi in New Delhi.

The seat fell vacant when sitting Congress MP Pradyut Bordoloi won an Assembly seat. The Election Commission has set polling for 6 October and counting for 9 October. Nominations close on 16 September. About 11.38 lakh voters across five Assembly segments are on the roll. Local estimates put the minority share of that electorate at 55 to 60 percent, which is why every party is treating Nagaon as a prestige fight rather than a routine vacancy.

Bora is a former block development officer who won Batadrava in 2021 by 32,820 votes against BJP MLA and actor Angoorlata Deka. Delimitation later moved a large part of that segment, including Muslim-majority areas, into Dhing. She asked for Dhing at the last Assembly election. The seat went to Akhil Gogoi's Raijor Dal under a seat-sharing pact that Congress has since ended. Nagaon is the first time the party has put her on a Lok Sabha ballot.

The BJP has named Debasish Sharma, also spelled Devasish or Debashis Sarma in different notices, a former IAS officer and former Nagaon deputy commissioner who took voluntary retirement before joining the party. He has been campaigning at namghars, temples, mosques and gurdwaras. AIUDF may field party chief Badruddin Ajmal. Trinamool has named Abdul Salam. That is a four-cornered field on paper. In practice the minority vote will decide whether it stays four-cornered on counting day or collapses into a two-candidate race.

Baghel called the bypoll a matter of prestige after the Guwahati meeting. For Congress that phrase means a test of whether the Assam unit can hold a seat it already held in the Lok Sabha. For the BJP it is a test of whether a former district official can convert administrative familiarity into votes in a constituency the party does not currently hold at Westminster. For AIUDF and TMC it is a test of whether they can peel enough of the 55-60 percent minority bloc to spoil a Congress recovery.

The model code is already in force in the affected districts. Five days remain to file papers. The candidate list is now public. The arithmetic is not. That arithmetic will be made in Dhing, Batadrava and the other segments that delimitation redrew, not in the AICC release.
