Chouhan clears Rs 1,183 crore for five states under PM-RKVY and Krishonnati Yojana
Andhra Pradesh gets Rs 409.40 crore, Tamil Nadu Rs 355.88 crore, Odisha Rs 219.65 crore, Uttarakhand Rs 106.67 crore and Tripura Rs 91.51 crore. The 1 September video meeting with state agriculture ministers released the second mother sanction for micro-irrigation and farm machinery.

Union Agriculture Minister Shivraj Singh Chouhan approved the second "mother sanction" of Rs 1,183.11 crore on Tuesday for five states under the Pradhan Mantri Rashtriya Krishi Vikas Yojana and Krishonnati Yojana. He did it on a video call with state agriculture ministers and secretaries. Agriculture Secretary Atish Chandra was on the call. The ministry's note said the money is for higher farm income, lower cultivation costs and more machines and micro-irrigation.
Andhra Pradesh receives Rs 409.40 crore, of which Rs 296.09 crore is PM-RKVY and Rs 113.31 crore is Krishonnati Yojana. State minister Kinjarapu Atchannaidu joined the meeting. Chouhan singled out the state's work on Per Drop More Crop and on mechanisation.
Tamil Nadu receives Rs 355.88 crore: Rs 251.79 crore under PM-RKVY and Rs 104.09 crore under Krishonnati. Minister R. Vinoth attended. The ministry note pointed to micro-irrigation and the National Mission on Edible Oils-Oilseeds.
Odisha is down for Rs 219.65 crore, Uttarakhand Rs 106.67 crore and Tripura Rs 91.51 crore. Together the five lines add to the Rs 1,183.11 crore headline.
What a mother sanction actually moves
A mother sanction is not cash in a farmer's account. It is the Union's clearance for the states to draw and spend under agreed heads. The heads named on Tuesday are Per Drop More Crop, which pays for drip and sprinkler systems, and the Sub-Mission on Agricultural Mechanization, which subsidises machinery for small holders. States still have to match, tender and audit. Delay at any of those steps leaves the sanction as a number in a press release.
Chouhan used the call to review progress, not only to sign the tranche. That review is the leverage. States that want the next sanction have to show utilisation of the last one. Andhra Pradesh and Tamil Nadu got the public praise. The other three got the money without the compliment, which is also a signal.
Why these five, why now
Uttarakhand is dealing with rain damage and school closures this week. Odisha has had wall collapses in heavy rain. Tamil Nadu has just started a late Cauvery release from Mettur for samba. The tranche is not disaster relief. It is the regular second instalment under two umbrella schemes. Putting those states on one call does, however, let the Centre show activity in regions where weather and water are already in the news.
The test after the video call is mechanical. How many hectares of drip go in before the next monsoon. How many implements reach holdings below two hectares. Those counts, state by state, will decide whether Rs 1,183 crore was a budget movement or a farm-gate one.
