Carney goes to Strasbourg as first foreign leader at the State of the Union

Prime Minister Mark Carney leaves for Strasbourg and Liverpool from 15 to 17 September. In Strasbourg he will sit as a guest of honour for Ursula von der Leyen State of the European Union address on 16 September, the first foreign head of government to attend that speech. On 17 September he addresses the European Parliament at the invitation of President Roberta Metsola. He then goes to Liverpool for his first meeting with British Prime Minister Andy Burnham.

The official Canadian itinerary lists trade, investment, defence, energy, artificial intelligence and critical minerals. A senior Canadian official, speaking before the trip, said Ottawa wants an arrangement that would let Canadians live and work in Europe without visas as part of a strategic partnership. The official said Canada is not seeking Norwegian or Swiss-style membership and did not propose associate membership. “We are not looking at giving up our rights to Brussels,” the official said.

The political driver is the trade fight with Washington. Canada is tightly bound to the US market and has been hit by tariffs and personal attacks since talks collapsed. Carney has spent his first year in office looking for other buyers for energy, minerals and manufactured goods. In May he became the first non-European leader at the European Political Community summit in Armenia. Canada hosts a Canada-EU summit on 29 and 30 October.

German MEP Tobias Cremer, who sponsored a March resolution on closer EU-Canada ties, called the Strasbourg visit a symbol. He told AFP that Canada has energy and raw minerals Europe is short of. An April poll found 57 percent of Canadians open to EU membership. Eligibility is another matter. Carney, asked about joining the bloc, gave what he called a non-answer.

Liverpool is a separate test. Andy Burnham cancelled some of his own engagements this week after the death of his father, Roy. The bilateral is still on the Canadian schedule. The two men are supposed to talk defence, security, energy, AI and critical minerals. Britain is outside the EU. A Canada-UK channel does not replace a Canada-EU channel. It does give Carney a G7 partner that is also trying to manage President Trump.

The risk for Carney is rhetorical. His Davos speech in January drew a personal rebuke from Trump. Another speech in the European hemicycle that frames middle powers against a hostile United States will be read in Washington before it is read in Winnipeg. The useful part of the trip, if it happens, will be the quieter meetings: mobility, procurement, and whether any of the visa talk survives contact with EU interior ministries.

Until those papers exist, the new fact is protocol. A Canadian prime minister will sit in the chamber for the State of the Union and then speak from the same building. That is a choice the Commission and the Parliament made in public, in the middle of a North American trade war.
