Carney and Zelenskyy sign a 100-year partnership built around drone production

Prime Minister Mark Carney and President Volodymyr Zelenskyy signed a 100 Year Partnership Declaration in Calgary on Thursday, 10 September. The text sets out an intention to lift the relationship to a Comprehensive Strategic Partnership on three pillars: defence innovation, economic growth and reconstruction, and people-to-people ties. The hardware at the centre of the announcement is drones.

Canada and Ukraine will build a long-term defence-industrial partnership for uncrewed systems, counter-drone tools, electronic disruption and ammunition. The work sits on a letter of intent signed in Kyiv on 24 August 2025. Carney said Canada will send Ukraine one-third of the drones made by domestic firms through a new national drone marketplace. Zelenskyy said Canada is ready to place large orders and that 30 percent of production will be transferred to Ukraine.

The money attached to the ceremony

Ottawa pledged about $350 million for air-defence interceptors through the U.S.-led Joint Ukraine Multinational Program, known as JUMPSTART. It also offered more than $430 million in loan guarantees so Ukraine can buy gas for the coming winter. Carney tied the air-defence package to a shortage of interceptors created by the U.S.-Israeli war with Iran, which has pulled missiles away from Kyiv's queue.

General Dynamics Mission Systems Canada and Ukraine's Green Tech Harvest signed a company-level agreement to explore co-producing Ukrainian-designed drones. Other industry papers were announced around the same table. The political declaration is not itself a treaty. Officials said the leaders will now work toward a full Strategic Partnership Agreement.

Why Calgary, and why a century

Canada was the first Western country to recognise the restoration of Ukrainian independence, on 2 December 1991. More than 1.3 million Canadians claim Ukrainian heritage. Carney used that history in public: Ukrainians helped build Canada, and Canadians will help rebuild Ukraine. The 100-year label is a political device. It says the relationship is meant to outlast the current war and the current pair of leaders.

For Kyiv the value is production, not poetry. Ukrainian firms already design cheap attack and reconnaissance drones that have flown hundreds of kilometres into Russia. Canada has factories, software and AI capacity that have not been under fire. Splitting production one-third to Ukraine and two-thirds in Canada is an attempt to keep know-how in both places if supply lines into Ukraine are hit.

The declaration also flags energy, critical minerals, trade and a plan to add Ukraine to Canada's conditional electronic travel authorisation regime. Those files will move slowly. The item that can be counted this month is the interceptor package and the drone marketplace share. A century is a slogan. $350 million and a third of a production line are the parts that can be audited.
