Bucharest rejects Mureșan, and Romania's third cabinet attempt fails
Siegfried Mureșan won 182 votes on 30 September, short of the 233 he needed. He is the third nominee from President Nicușor Dan to fail since the coalition fell in May. A snap election is now possible. Dan does not want one while AUR leads the polls.

Romania's parliament rejected Siegfried Mureșan on Wednesday, the third prime minister-designate to fail since the coalition collapsed in May. He took 182 votes. He needed 233. The leu and the country's debt yields have already priced in five months without a stable cabinet, and the 2027 budget is the next file that cannot wait.
Mureșan, 45, is a member of the European Parliament and the nominee of centrist President Nicușor Dan. Both the Social Democrats, the largest party in parliament, and the hard-right Alliance for the Union of Romanians refused to back him. After the vote he said the country had been offered stability and had not received it, because the Socialists were joining forces with extremists while still calling themselves pro-European. He said it was now the president's job either to call a snap election or to name another prime minister.
Under the constitution, a second formal rejection of the president's nominee opens the door to dissolution. This was that second rejection. Dan does not want a national vote. AUR is ahead in the polls, and a campaign fought on the deficit, Ukraine aid and the European Union would favour the party that opposes all three. POLITICO reported that Dan has treated a snap election as a risk he would rather not take.
The crisis began in early May, when the Social Democrats left the pro-European coalition they had helped form and brought down Ilie Bolojan's government. Dan has since sent three names to parliament. None has built a majority. Earlier this week the Social Democrats said they no longer ruled out a government with AUR. Reuters noted that such a pairing would put the deficit cuts, which rating agencies treat as the condition for keeping investment grade, in the hands of a party that has campaigned against them.
Romania is running the largest budget deficit in the European Union as a share of output. Further cuts in the 2027 budget are the file Brussels and the agencies are watching. Without a cabinet that can pass a finance law, the caretaker arrangements can pay salaries and service debt. They cannot reset the fiscal path. That is why the leu has weakened and why yields on Romanian debt have risen since May, not because of a single lost vote on Wednesday.
Mureșan's pitch was the opposite of a political experiment. He is a known quantity in Brussels, associated with the European People's Party group, and he offered continuity on Ukraine aid and on the deficit. Continuity is exactly what PSD and AUR declined to vote for. The 51-vote gap, 182 against a 233 threshold, is not a near miss. It is a refusal by the two largest blocs to keep the outgoing formula alive.
Dan's next move is constrained on both sides. Another technocratic or centrist name will meet the same arithmetic unless PSD splits or AUR abstains. A deal between PSD and AUR would produce a majority and a programme that rating analysts have already flagged as a threat to the consolidation path. Dissolution would test whether AUR's poll lead survives a campaign. None of the three options produces a budget before the agencies look again at the sovereign.
The vote on 30 September did not create the crisis. It closed the third attempt to end it. The deficit file is still open, and parliament has not produced a government that can sign it.
