British Prime Minister Approves Storm Shadow Blueprints for Ukraine

British Prime Minister Andy Burnham has approved the transfer of classified blueprints that will allow Ukraine to produce Storm Shadow cruise missiles, he confirmed during a visit to Kyiv.

The decision gives Ukrainian forces the ability to manufacture the long-range missile themselves and strike targets deeper inside Russian territory. Russia has previously threatened consequences for countries that provide such technology.

Burnham made the announcement while marking Ukraine’s Independence Day and attending a meeting of the coalition of the willing. France has also pledged stronger military support, including faster delivery of air-defence missiles.

The Storm Shadow, known as SCALP in French service, has a range of more than 250 kilometres and has been used by Ukraine against high-value targets. Access to production blueprints removes dependence on limited Western stocks and allows Ukraine to scale output according to its own industrial capacity.

European Commission President Ursula von der Leyen separately announced a €6.1 billion defence package for Ukraine. Large-scale Russian strikes have continued, with a recent missile attack on the outskirts of Kharkiv killing three and wounding eight.

The blueprint transfer marks a further step in the gradual lifting of earlier restrictions on Western weapons that could reach Russian territory. Moscow has described such moves as escalatory.
