Bihar will print ‘eligible for skills’ instead of ‘fail’ on Class 10 and 12 marksheets
Education Minister Mithilesh Tiwari said the Bihar School Examination Board will be told to drop the word. Students who sit the matric supplementary exam will get a month of extra classes.

Bihar will stop printing the word "fail" on Class 10 and Class 12 marksheets. Education Minister Mithilesh Tiwari said the replacement line will be "Kaushal ke liye patra," or "eligible for skills." He announced the change at a review meeting at Vikas Bhawan on Thursday night and said the rules would be amended. The Bihar School Examination Board is to get written instructions.
Tiwari's stated reason was morale. A student who misses the expected marks, he said, has not lost talent. The certificate should not carry a word that treats the result as a final judgement. The same meeting ordered a month of special classes for students who will sit the matric supplementary exam.
The board still decides who has passed. The change is on the paper, not in the cut-off. A student who does not clear the subject list will still be out of the regular promotion track. The new phrase points that student toward skill training rather than branding the sheet with a single English word that follows people into job queues and family arguments.
What the phrase does and does not do
"Eligible for skills" is a policy signal. It tells district offices and industrial training institutes that the state wants those students in a classroom or workshop instead of out of the system. It does not, by itself, create seats, stipends or a mapped course for every subject failure. Those details were not in the Thursday briefing.
Bihar Board marksheets are used for college admission, some public jobs and migration certificates. Admissions desks in other states will have to learn the new wording. If a receiving board still looks for the word "fail" or "pass," a student could face a manual query. The education department will need a circular that translates the phrase for institutions outside Bihar.
Tiwari also reviewed Teacher's Day plans for 5 September at Sri Krishna Memorial Hall. Chief Minister Samrat Choudhary is to open the event and launch a Teacher Support Portal. One teacher from each district is to receive a state award. Students from ten Patna model schools tagged as Saraswati Vidya Niketan schools are expected, along with staff from DIETs, SCERT and training centres.
The wider exam file in the state
The same week the government has been talking about an expert committee under a judge for exam reforms after paper-leak cases. That file is separate from the marksheet wording. One is about how tests are run. The other is about how the result is printed. Mixing them in public talk is easy. They move on different clocks.
Supplementary exams already exist. The new month of classes is an extra state input before those papers. If the classes are staffed and timed before the supplementary date, the pass rate on the second attempt is the number to watch. If they are announced and not scheduled, the phrase on the marksheet will be the only change that actually reaches a student this year.
Other states have tried softer language on school certificates. The test is always the same. Does the next institution accept the sheet without a fight, and does the student get a seat in a skill course that leads to paid work. Thursday's meeting answered the wording question. It left the seat question for the instructions that have not yet gone to the board.
