Israeli forces killed one Palestinian and seriously wounded two others on Monday near Bani Naim, east of Hebron, after opening fire on a car carrying three people. The military said the car had rammed, or tried to ram, one of its vehicles, and that the three had been driving suspiciously. The Palestinian General Authority of Civil Affairs named the dead man as Hossam Alaa al-Din Abdul Jabbar Walad Ali, 38, and said Israeli forces were withholding his body.
The army's account and the Palestinian account agree on the place, the number of people in the car, and the fact of the shooting. They do not agree on how the contact started. A ramming claim is the military's stated justification for the fire. Palestinian officials have not accepted that account in the statements carried on Monday. No independent footage had been published in the first reports.
A second injury, and a civilian
The military said one of the Palestinians was "neutralised by an Israeli civilian," without saying what that phrase meant in this case. Palestinian authorities said Ahmad Mazen Kahla was critically injured by gunfire in the area. The reports available on Monday did not make clear whether Kahla was one of the two wounded from the car or a separate casualty. That ambiguity matters, because a civilian shooter and a military shooter produce different chains of accountability, and the army's post did not assign the fatal shot.
Bani Naim sits on the eastern side of Hebron. The road there has been a repeated point of contact between Israeli forces and Palestinian vehicles. A car-ramming claim is also a repeated justification in military statements from the West Bank. Some of those incidents have later been documented on video. Some have not. Monday's case, as published, rests on the army's X post and on the civil affairs authority's naming of the dead man.
Withholding the body is a practice Palestinian officials have recorded in other fatal shootings. The authority said it happened here. The military post summarised by news agencies did not address the body. Families often cannot complete burial while a body is held, which turns a single fatality into a second, slower dispute. Walad Ali's age, 38, and the full name released by the civil affairs authority are the identification the family side of that dispute will use.
The election calendar
The killing comes in the run-up to Israeli elections later this month. West Bank violence has risen in that period, on the count used by agencies covering the territory. A single car incident near Hebron does not set that trend. It does land on a week when parties are already arguing about security, and when a military statement that uses the word ramming will travel further than a statement that does not.
Two people remained seriously hurt on Monday evening, on the Palestinian count. Their names were less firmly established in the first reports than Walad Ali's. If Kahla is one of them, the critical injury attributed to gunfire is at least partly on the record. Hospital names were not in the early copy.
The useful distinction for anyone following the case is narrow. Three people were in the car. One is dead, and named. Two were seriously hurt. The army says the car was an attack on its vehicle. Palestinian officials say a man was killed and his body held. A line in the army's post about an Israeli civilian has not been explained. Until it is, the public record has a fatal shooting, a disputed cause, and a body that has not been returned.
