Amit Shah sets 2029 as the UCC deadline for 21 NDA states

Union home minister Amit Shah told reporters in Mumbai on Sunday that the Uniform Civil Code would be introduced in all 21 states governed by the BJP-led NDA before the 2029 Lok Sabha election. We introduced the Uniform Civil Code in several states, he said. I am confident that we will implement the UCC in all 21 states governed by the BJP-led NDA before 2029.

The sentence turns a manifesto line into a calendar. Uttarakhand passed its bill in February 2024 and brought the code into force in January 2025. It covers marriage, divorce, inheritance, succession and live-in relationships. Gujarat passed a bill in March 2026. Assam passed one in May. Madhya Pradesh passed one in July. Those three are waiting for presidential assent and notification. Maharashtra, West Bengal and Chhattisgarh have set up drafting committees. Rajasthan is also described, in some reports of the same remarks, as being in the drafting queue.

Shah placed the pledge next to other security claims, including the ban on triple talaq and recent military operations. The UCC is the third item in the BJP's old triad with the Ram temple and the repeal of Article 370. The first two are done. This is the one that now has a date attached at state level rather than as a single central Act.

What a state code actually does

Personal law in India is still mostly religion-specific. Hindu marriage and succession sit in Union statutes. Muslim personal law is applied by courts from uncodified sources and from a few colonial-era Acts. Christians and Parsis have their own statutes. Many Scheduled Tribe communities follow custom. A state UCC replaces that mix, inside that state's borders, with one statute on the family-law subjects the bill names.

Assam's text keeps Scheduled Tribes outside the new code. Other drafts may do the same. That exemption is the usual political price for moving a bill through a house that includes tribal seats. Goa already lives under a civil code that predates this project. Uttarakhand is the first BJP-era model that other NDA states are copying.

A state-by-state route avoids an immediate fight over a single national law in Parliament. It also creates a map of different codes. A marriage registered under Uttarakhand's statute is not automatically governed by a future Maharashtra text. Conflict-of-law questions will follow as soon as two notified codes sit side by side: which law governs property, which court has jurisdiction, what happens if a couple moves.

Opposition parties treat the project as an attack on minority personal law. Shah treats it as equal rights, using the triple talaq ban as the preceding step. Both frames will be used in every state assembly that takes a bill next. The 2029 deadline means those fights are scheduled, not theoretical.

The arithmetic Shah is using

NDA governments, on the count he used, cover 21 states. Analysts who add union territories reach a population share around 72 percent of the country. That is enough to make a cluster of state codes feel like a national fact even without a Union law. It is not enough to bind opposition-ruled states. Kerala, Tamil Nadu and others will not pass a BJP-model code on this timetable.

Presidential assent is the quiet bottleneck. Gujarat, Assam and Madhya Pradesh have passed bills. Until the President signs and the state notifies a commencement date, those bills are paper. Shah's confidence assumes those three gazettes appear, and that drafting committees in Maharashtra and elsewhere produce texts that can pass before the next Lok Sabha campaign begins.

So the 2029 pledge is a pledge about NDA legislatures and about those pending notifications. Watch the gazettes for Gujarat, Assam and Madhya Pradesh first. Those three decide whether Shah's list is a live legal project or a campaign date.
