A Chinese militia boat is identified for the first time off Taiwan's east coast

A Chinese militia boat has been identified off Taiwan's Pacific coast for the first time, in a surveillance report reviewed by Reuters and published on Thursday. Apex Aviation, a Taiwanese firm, names the boat as Minfudingyu 07902, a fishing vessel that also serves as a militia craft. It was seen in mid-August operating with a China Coast Guard cutter, hull number 2502, and the research ship Xiang Yang Hong 03. The group was more than 30 nautical miles, about 55.6 kilometres, off Hualien County. Two senior Taiwanese officials, speaking without their names, told Reuters the three vessels were in water Chinese ships do not commonly use, and that the area had been marked for closer watch.
The sighting is from August. The public account is from Thursday. That gap is how this kind of report usually moves. A civilian patrol logs a hull. Officials compare it with a militia list. A newsroom sees the paper weeks later. The operational fact is not that a fishing boat was at sea. It is that a boat already carried on a militia list was on the east coast, in company with a cutter and a research ship, in a sector Beijing's fleet has used less than the strait.
Why the east coast is the change
China has increased activity off Taiwan's east coast since June, with regular coast guard patrols. Officials in Taipei, who reject Beijing's claim to the island, say they read the pattern as practice for a blockade that would use navy ships, coast guard cutters, militia hulls and civilian craft in the same water. The west coast, facing Fujian, has been the usual stage for that mix. The east coast faces the Pacific. It is the side through which Taiwan's sea lanes run toward the open ocean, and the side a blocking force would have to cover if a quarantine were meant to be complete.
One of the officials told Reuters that the purpose of militia boats is substantive harassment. The phrase is doing specific work. A militia hull can come closer, and stay longer, than a grey warship without crossing the line that would force a military reply. A research ship can map. A cutter can order. The fishing boat supplies the civilian flag. Together they let Beijing put three functions on one patch of water and call the group a patrol. Apex's aircraft recorded the group. The company said its flights are its own, not a government task, though the patrols sit inside a wider push to use civilian firms in resilience work.
What the hull number is for
Minfudingyu 07902 is a name that can be checked. So is cutter 2502, and so is Xiang Yang Hong 03, a research ship already known from other missions. A report that names all three is harder to dissolve into a generic claim about Chinese boats. Analysts quoted by the Taipei Times said the militia fleet lets Beijing press a maritime claim while keeping a civilian appearance. The August position, more than 30 nautical miles off Hualien, is outside the territorial sea and inside the kind of water a blockade exercise would need to occupy.
Taipei has not published its own release matching the Apex report point for point. The two officials spoke on condition they not be named. That is a limit on the account. It is also the reason the hull numbers matter. A reader can look for 07902, 2502 and Xiang Yang Hong 03 in later patrol logs. If the same trio, or the same boat with a different escort, appears again off Hualien, the August sighting becomes a series. If it does not, Thursday's story remains a single detection.
The use of a two-month-old contact
Beijing's east-coast coast guard patrols since June are the series already in public. The militia boat is the new layer on that series. A coast guard cutter off Hualien is a state ship doing a state job. A militia fishing boat beside it is the part of the fleet that is meant to look like work. The report says the two were together, with a research ship, in mid-August, in water Taipei says Chinese vessels rarely use. That is the addition. The next patrol report will show whether it was a one-day formation or the start of a pattern on the Pacific side.
